Het concept 'heilige oorlog' bestaat niet in de islam. dat is een christelijke uitvinding.
Met Jihad bedoelt men ofwel de innerlijke strijd tegen verlokkingen en de strijd tegen het ego ofwel de gewapende strijd tegen degenen die de islam of de eenheid van de islamitische heerschappij bedreigen.
Arafat bedoelde wellicht dat laatste. Het heeft echter niets te maken met 'heilig' aangezien moslims enkel god als heilig zien. Op aarde is niets heiligs.
Het opzet is dus niet de verovering van de aarde maar de bescherming van de islam tegen zij die de islam aanvallen of de eenheid ervan bedreigen. Jihad kan dus ook gericht zijn tegen andere moslims zoals 'afvalligen'.

In de Koran wordt slechts 3 keer Jihad in de context van innerlijke strijd genoemd, de overige 90-tal keer is het een gewapende strijd tegen de ongelovigen.
