Een Europese islam zou bijvoorbeeld in SA opgeleide imams kunnen weren. Een Europees diploma kan men instellen en enkel mensen met een erkend diploma mogen prediken. Dan kan men toezien op de verspreiding van extremistisch gedachtegoed. Het gaat hier over controle op de autoriteiten die 'de leer' verspreiden.

Opleidingen tot imam met erkend examen zijn (waren) er al in Nederland. Ze trachten de haatboodschap van de islam te neutraliseren. De Hoge School In Holland is er mee gestopt wegens slechte resultaten. In Rotterdam gaat het nog voort. In een toelichting distantieert de (Erasmus) Universiteit zich van de terreur van IS:
