The fleet of plug-in electric vehicles in Norway is the largest per capita in the world, with Oslo recognized as the EV capital of the world.[1][2][3] As of 30 September 2013, a total of 14,902 all-electric vehicles have been registered in Norway, including 13,462 all-electric cars and 1,440 quadricycles. Accounting for about 600 plug-in hybrids, total plug-in electric vehicle registrations rise to 15,502 units, of which, 14,062 are highway-capable vehicles.[4] Registrations include more than 1,000 used imports.[5]

Norway's fleet of electric cars is one of the cleanest in the world because almost 100% of the electricity generated in the country comes from hydropower.[6] Norway has the largest EV market penetration in the world, with plug-in electric vehicle registrations representing a 2.275% share of combined total vehicle registrations in the country during 2011 and 2012.[7] In 2012 the market share was 3.1%.[8] Among the top selling countries of all-electric cars, Norway ranked 5th with a 7% market share of global sales in 2012.[9] Also, Norway is the only country in the world where electric cars have been listed among its top 10 best selling cars, and the first one to have electric cars topping the new car sales monthly ranking.[5][10][11]

Among the existing government incentives, all-electric cars are exempt in Norway from all non-recurring vehicle fees, including purchase taxes, which are extremely high for ordinary cars, and 25% VAT on purchase, together making electric car purchase price competitive with conventional cars.[12] Sales of plug-in hybrids have had a much smaller market penetration than pure electric car sales. Plug-in hybrids are not eligible for the same tax exemptions and other government incentives enacted for electric cars. In addition, PHEVs are more expensive than equivalent gasoline and diesel-powered cars because they pay a higher weight tax due to the additional weight of the battery pack and the electric systems.[13][14] However, in June 2013 the government approved a tax reduction for plug-in hybrids starting in July 1, 2013, that is expected to improve PHEV sales.[14][15]

As of early 2013, the electric car is the family's second car for around 40% of the Norwegian households owning electric cars.[6] As of December 2012, EV registrations were concentrated in three counties, Akershus with 2,859 units, Oslo with 2,180 units and Hordaland, with 1,039 plug-in electric cars.[16] As of March 2013, there were in the country 4,029 electric recharge points and 127 fast charging stations. The county with the most stations is Oslo with 977 normal recharging points and 13 quick charging stations.[17]
Blijkbaar kan de overheid of de privé niet volgen met het voorzien van laadstations, meer plaats nemen die zeker niet in tov normale brandstofstations, zeer integendeel: men kan ze zelfs op elke parkeerplaats zetten, quasi een parkeermeter met stroomvoorziening

Until June 2013, plug-in hybrids have not been eligible for these benefits.[12][13] Because the Norwegian tax system levies higher taxes to heavier vehicles, plug-in hybrids are more expensive than similar conventional cars due to the extra weight of the battery pack and its additional electric components. Beginning on 1 July 2013, the existing weight allowance for conventional hybrids and plug-in hybrids of 10% will be increased to 15% for PHEVs.[15]
