Opnieuw circus in Oekraïne.

On the first day after the pullout a dialogue is to start on modalities of conducting local elections in accordance with the Ukrainian legislation and the Law of Ukraine "On temporary Order of Local Self-Governance in Particular Districts of Donetsk and Luhansk Oblasts," and also about the future of these districts based on the above-mentioned law. Without delays, but no later than 30 days from the date of signing of this document, a resolution has to be approved by the Verkhovna Rada of Ukraine, indicating the territory which falls under the special regime in accordance with the law "On temporary Order of Local Self-Governance in Particular Districts of Donetsk and Luhansk Oblasts," based in the line set up by the Minsk Memorandum as of 19 September 2014. Provide pardon and amnesty by way of enacting a law that forbids persecution and punishment of persons in relation to events that took place in particular districts of Donetsk and Luhansk oblasts of Ukraine. How often have we heard from President Poroshenko that pardons or amnesty will not apply to the terrorists who committed grave crimes ( murder, torture, kidnapping)? It is impossible to count how many times this was discussed. The next such declaration will allow “DNR” to accuse Kyiv of violating the agreements. After all, paragraph 5 of the February 12 agreement does not provide for any exceptions under the amnesty. Under this agreement “the prosecution and punishment of persons connected to events in specific regions of the Donetsk and Luhansk oblasts in Ukraine is prohibited.” There are no additional conditions. The restoration of Kyiv’s full control over the Ukrainian-Russian border will be possible only under certain conditions. For this Kyiv must ensure: The adoption of a law on the special status of the individual territories Local elections in the DNR and LNR territories in accordance with such law. Constitutional reforms, under which the special status of the “people’s republics” will be protected by the constitution. Moreover, the constitution not only needs to be adopted but it must also take effect by the end of the year. One of the conditions for regaining control of the border is the holding of local elections on the territories controlled by the militants. And this is no small thing. Unfortunately, in this matter the Russian positions was supported by our European partners. Ukrayinska Pravda has already noted that the key element of the proposal that Merkel and Hollande took to Kyiv and Moscow last week had to do with elections in the Donetsk and Luhansk oblasts. “As a result, you will have government by those who can speak on behalf of the region…We will be able to conduct direct negotiations and possibly we will no longer need to have a tripartite contact group for our work,” Merkel explained. Sources in the French diplomatic corps confirm this data. One source, a highly placed French official, in a private conversation recently tried to convince journalists that such a step was needed, frankly not understanding the anxiety that this generated among his listeners. Therefore it is worthwhile to find out what the new Minsk agreement guarantees to the “political leaders” of the “republics” : 1. After conducting local election in specific territories, Kyiv is obligated to recognize the legitimacy of Zakharchenko/ Plotnycky and others. 2. The DNR and LNR military units, based on the election results, will be legalized, which Kyiv, again, will be forced to accept.Of course the agreement states it differently, but the essence remains the same: “The creation of units of the people’s militias by local councils with the purpose of maintaining order in the separate regions of the Donetsk and Luhansk oblasts.” We emphasize that there is no provision for the participation in, or control over, this process by the central government. 3. Whatever the results of the elections and actions of the “new government of the Donbas,” Kyiv has no influence over it. Early elections are expressly prohibited in the Donbas by decision of the central government, which are possible in all other regions of the country.”The authority of the members of the local councils and officials elected in early elections cannot be abrogated by the Verkhovna Rada of Ukraine,” the new Minsk agreement states. 4.The new Minsk agreement is in no way a victory for Kyiv. Unfortunately, it had to give up a lot, and much of the blame falls on the Franco-German tandem. http://euromaidanpress.com/2015/02/1...s-for-ukraine/ |

"Today the main strategy is in giving the young people an opportunity to implement their ideas," said Klychkov. "Not everybody accepts the reproduction of the Soviet past. But the ideas of socialism and social justice, as well as positive attitudes to the Soviet past, start prevailing among many young people, as social studies show."
https://www.voanews.com/a/russia-agi...n/3868870.html Predictions that the CP would fade away as all those militant pensioners died off have not panned out either. The hyper-popular President Vladimir Putin has stolen much of the communists’ populist thunder by regularly raising pensions and civil service salaries and presided – until recently – over one of the most impressive economic expansions in Russian history. Putin also co-opted the rhetoric and powerful symbolism of old superpower, as seen in this week’s massive Victory Day parade, replete with marching troops, newly-minted Stalin medallions and flowing hammer-and-sickle banners. Despite all that, the old CP is actually growing and appears ready to mount a serious challenge to the ruling United Russia party in September’s parliamentary elections. In the past two election cycles, the CP increased its vote from about 12 to 20%, and could be set to make major gains this time around. The party has lately pulled off some surprise upsets in recent regional polls as well. In defiance of all expectations, large numbers of youthful and often well-educated new activists are moving into the old party, and starting to rejuvenate its complexion and its prospects. The CP has some 160,000 members, about 40% of whom are under 35, according to Yaroslav Listov, the party’s chief of youth policy. “Liberals declare that Putin has created a kind of Soviet-lite regime, and ask why we communists aren’t happy with it?” says Nikita Popov, a 26-year old political science graduate and internet news editor. When Putin pretends to sympathise with communism, he’s just playing to simple people. In fact, he is domestically pursuing a liberal course, slashing social benefits and expanding the economic power of big business.” Unlike many European former communist parties, Russia’s CP has never fully embraced parliamentarism, where parties alternate in power according to the results of elections. Russia’s CP continues to believe that social revolution will be necessary to return the country to the path of socialism. And younger communists seem more emphatic about this than their elders. “We are not thinking of revolution as a change of one leader by another,” says Kopelev, the law student. “For us it’s a social transformation through mass action, and participating in elections is just one aspect of that.” The Kremlin has been worried enough about the CP, with its solid and durable base of support, to try about a decade ago to replace it with an artificial but totally loyal left-wing party, Fair Russia. But that did not enjoy much electoral success, leaving the pro-Putin United Russia party scrambling in this election cycle to outflank the Communists’ “anti-crisis program” with populist measures such as raising the minimum wage and increasing pensions. “Our biggest problem is that the ruling party keeps stealing our ideas,” says Listov. “Of course they’re not solid or systematic about it, it’s just populism. But it shows what they are afraid of. People are hurting, and they know who is the most reliable defender of living standards and social equality in this country. And we are not going away.” https://thewire.in/34998/russias-com...social-change/ https://www.youtube.com/watch?v=t2W47fpL7pI |

Romanian President Klaus Iohannis has canceled a visit he had planned to Ukraine in October in protest against language legislation recently adopted by Ukrainian lawmakers.
Iohannis told reporters on September 21 that the legislation, if signed into law by Ukrainian President Petro Poroshenko, "will drastically limit the access of minorities to education in their native language." "We are deeply hurt by this," Iohannis said on the sidelines of the United Nations General Assembly meeting in New York. "We have many Romanians in Ukraine." Iohannis said that he and Poroshenko had planned a visit together in Ukraine's western region of Bukovina, where many ethnic Romanians live. "The legislation comes at the wrong time and the entire approach, as far as I am concerned, needs to be questioned," Iohannis said. Iohannis described his decision as "an extremely...tough diplomatic signal." Iohannis also said he had withdrawn an invitation for Poroshenko to visit Bucharest. The bill, approved on September 5 by the Ukrainian parliament, says the Ukrainian language will be the main language used across the country for school classes above the fifth grade. Hungary and Russia have also denounced the legislation. Hungarian Prime Minister Viktor Orban said on September 21 that "withdrawing existing minority rights is not usual in European culture" and that it drove Ukraine further from EU membership. On September 12, the Russian Foreign Ministry said the bill would hurt the interests of Russian-speaking Ukrainians. https://www.rferl.org/a/ukraine-roma.../28751116.html |

Mikheil Saakashvili, the former Georgian president who went on to become a leading Ukrainian politician, has warned Ukraine "will continue to break up" unless the government improves the economy and reins in the scourge of corruption that has blighted the country since independence. Made stateless after Petro Poroshenko, Ukraine’s president, rescinded his Ukrainian citizenship in July the 49-year-old Saakashvili made a dramatic to return to Ukraine earlier this month when a crowd of supporters broke through police lines on the Ukrainian-Polish border and swept him back into the country illegally. Now back in his adopted home despite his lack of a Ukrainian passport he is travelling around the country, determined to be a thorn in the flesh of a government he feels has done too little to tackle corruption and improve the economy. "If Ukraine doesn’t change it will continue to break up," he told The Telegraph. “You go to the east and you see whole cities that no longer trade with Russia and are really in a desperate situation. They don’t have any prospects and there is no light at the end of the tunnel for them. “If you keep economic growth as it is now, if you keep corruption as it now then Ukraine is going to lose further territories in the east and the south because people will be simply fed up,” he continued. His decision to spurn the calling of high-office is another twist in the story of a politician who rose to prominence on the world stage, first as a reforming Georgian leader and then as the country’s defiant president during its war with Russia in 2008. But he suffered a dramatic fall from grace after Georgian authorities accused him of abuse-of-office charges. A wanted man back home he moved to Ukraine and became Odessa governor in 2015 before quitting, claiming Mr Poroshenko was failing to push through the reforms needed to breathe life into an economy shackled by red-tape and corruption. http://www.telegraph.co.uk/news/2017...n-saakashvili/ |

Op de Krim daarentegen blijven scholen waarin in het Turks-Tataars en het Oekraïens lesgegeven wordt gewoon open. https://www.nytimes.com/reuters/2017...education.html KIEV/BUDAPEST — Hungary said on Tuesday it will block its neighbour Ukraine from integrating further with the European Union in retaliation for Kiev's decision to end teaching in minority languages including Hungarian. "We guarantee that all of this will be painful for Ukraine in the future," Hungarian Foreign Minister Peter Szijjarto told national news agency MTI. Hungary would veto any EU measures that could foster Ukrainian integration, he said. Budapest was previously a strong supporter of giving Ukrainian citizens visa-free travel to the EU. Romania's president, Klaus Iohannis, cancelled a visit to Ukraine over the issue and withdrew an invitation for the speaker of Ukraine's parliament to visit Romania. Russia's foreign ministry said in a statement on September 12 that the law was designed to hurt the interests of millions of Russian-speakers. More than 40 percent of Ukrainians still speak Russian at home, according to a 2016 survey by the Kiev-based Razumkov Centre think-tank. |
