Britain's railways were nationalised by Labour in 1948 and returned to private hands by John Major's Conservative government in 1993.
Track, signalling and stations were taken out of private hands, and put into a not-for-profit company, Network Rail, after the collapse of Railtrack in 2002. n 1993, Britain's railway was broken into pieces and handed, mostly as local monopolies, to profit-taking companies. The cost of the railway to the taxpayer has subsequently more than doubled in real terms, a rise out of all proportion to the 33% increase in train services over the same period. The cost rises stem from wastage as shareholder dividend pay-outs, other inefficient private sector financing and inefficiencies created by fragmentation of the railway. Instead, fare increases on the privatised railway threaten to turn it into a "rich-man's toy", as this government's first Secretary of State for Transport put it. Most other rail franchises in the UK are, ironically, also run by companies that are wholly or partly publicly owned, but by other countries. Deutsche Bahn is foremost - they even run the Royal Train - and the German Government have said "We're skimming profit from the entire Deutsche Bahn...it is invested in the rail network here in Germany". Jeremy Corbyn will announce full renationalisation of the railways as his first major policy at the Labour conference in Brighton next week.
He initially made the proposal in a policy document over the summer, suggesting that franchises could be brought back into public hands as they expire. Corbyn will put forward plans for this to be one of the first acts of any Labour government led by him in 2020, meaning a third of the railways would be in public hands by the end of his first parliament in 2025. In a sign he wants clearer policy than his predecessor, Corbyn told the Independent on Sunday: “We know there is overwhelming support from the British people for a people’s railway, better and more efficient services, proper integration and fairer fares. On this issue, it won’t work to have a nearly-but-not-quite position. State-owned operators in Germany, France and the Netherlands are said to transfer home their profits from UK rail services, helped by taxpayer subsidies and higher fares than in their own countries. Christian Wolmar, an industry expert, said successive UK governments had invited in ‘European wolves’ who were ‘chomping away at the carcass of our railway system’. ‘Why should these companies be making a profit out of our railways that is then exported to help their railways?’ he said. ‘It is clear they operate in their own national interest, and that is to be expected. British Rail in its last years was pretty efficient and pretty well run, and had a very good generation of managers. ‘If we had kept it, we would be out there chomping up bits of French or Italian or German railways, rather than the other way around.’ Germany’s public-owned Deutsche Bahn made a pre-tax profit of £697 million in 2012-13 – a figure boosted by British arm Arriva. Its franchises received £861 million in UK subsidies over the same period. Berlin’s transport ministry has stated: ‘We’re skimming profit from the entire Deutsche Bahn and ensuring that it is anchored in our budget. Op 4 januari 2016 hebben Britse treinreizigers, klimaatactivisten en spoorvakbonden actie gevoerd in meer dan 100 stations tegen de nieuwe prijsstijgingen en voor de hernationalisering van de Britse treinbedrijven.
De recentste opiniepeilingen tonen een gemiddelde steun voor nationalisering van 62 procent bij de Britse bevolking. De opgesplitste cijfers per partijkeuze zijn nog meer uitgesproken. Kiezers voor de extreem-rechtse nationalistische UKIP (UK Independence Partij) zijn 70 procent voor nationalisering en 22 procent tegen (met 8 procent onbeslist). Labour-kiezers zijn zoals kon worden verwacht 78 procent voor en 6 procent tegen. Liberal Democrats (de voormalige coalitiepartners in de eerste Conservatieve regering van David Cameron 2010-2015) zijn 60 voor en 18 procent tegen. Opvallend is dat zelfs bij de Conservatieve partij van David Cameron 42 procent voorstander is hernationalisering, een zelfde aantal als de 42 procent tegenstanders. Maar als het dat is wat ze willen dan moeten ze ook niet komen reclameren als ze duurdere tickets moeten betalen. |

Ik vind het vreemd dat er in uw denken blijkbaar slechts zwart-wit bestaat: staatsbedrijf versus private onderneming. Kijken we echter naar Duitsland dan bestaat daar een gemengd systeem. Ik zou dan ook liever naar de situatie in dat land kijken.
