Ex-NATO boss: Libya still a 'model intervention'

David Cameron’s intervention in Libya was carried out with no proper intelligence analysis, drifted into an unannounced goal of regime change and shirked its moral responsibility to help reconstruct the country following the fall of Muammar Gaddafi, according to a scathing report by the foreign affairs select committee.

Cameron, who stood down as an MP on Monday, has refused to give evidence to the select committee. In one of his few reflections on his major military intervention, he blamed the Libyan people for failing to take their chance of democracy.

The result of the French, British and US intervention, the report finds, “was political and economic collapse, inter-militia and inter-tribal warfare, humanitarian and migrant crises, widespread human rights violations, the spread of Gaddafi regime weapons across the region and the growth of Isil [Islamic State] in north Africa”.

It adds: “Through his decision-making in the national security council, former prime minister David Cameron was ultimately responsible for the failure to develop a coherent Libya strategy.”

“It could not verify the actual threat to civilians posed by the Gaddafi regime; it selectively took elements of Muammar Gaddafi’s rhetoric at face value; and it failed to identify the militant Islamist extremist element in the rebellion. UK strategy was founded on erroneous assumptions and an incomplete understanding of the evidence.”

Libya: US rejects Putin's claim that coalition wants to assassinate Gaddafi

Vladimir Putin, Russia's prime minister, made the claim after Nato forces bombed Gaddafi's residence in Tripoli on Monday. Putin, on a visit to Denmark, said: "They said they didn't want to kill Gaddafi. Now some officials say: 'Yes, we are trying to kill Gaddafi'. Who permitted this, was there any trial? Who took on the right to execute this man, no matter who he is?"

The Russian leader said the actions were now going beyond the United Nations security council mandate passed last month in which Russia and China abstained. Libya asked Russia to call for a new security council meeting to discuss what it claims is illegitimate action by Nato.

China has also expressed concern about Britain sending military "advisers" to help the Libyan rebels, claiming this went beyond the UN mandate. But Gates, at the end of his meeting with Fox, insisted: "We are not targeting him [Gaddafi] specifically." However command and control centres were legitimate targets, the US defence secretary clarified. Fox also denied Nato was trying to kill Gaddafi. "We do not target individuals" he said.

Sir Michael Fallon had criticised talks held between Sergey Shoygu and Libyan National Army commander Khalifa Haftar, warning against Russian interference in the ongoing civil war.

“We don’t need the bear sticking his paws in,” the Defence Secretary said ahead of the Munich Security Conference last week.

Mr Shoygu attacked his counterpart’s remarks in a speech at the Moscow State Institute of International Relations.

“What is on [Britain’s] coat of arms, a lion, isn’t it?” he asked, according to a translation by state media.

A diplomat involved in election preparations said the ICC indictment against Gaddafi would not necessarily stop him from standing, or winning.

“We don’t control who stands in the election. That is up to the Libyans,” the diplomat said, pointing to the precedent of Uhuru Kenyatta’s 2013 presidential election win in Kenya despite ICC charges. “You can see he has popularity on the ground, particularly in the south.”

If or when a vote does go ahead, Libya observers said Saif Gaddafi could benefit from general weariness of political divisions and nostalgia for the relative stability of the Gaddafi era.

Salamé has said that any election law adopted by Libya should be “open for all” including loyalists from the old regime and Saif Gaddafi.
