Out of the 35 chapters to be screened 29 are economic. The constant diplomatic traffic between Brussels and Ankara concluded Tuesday. Following the signing of the framework document that makes the official beginning of the negotiations possible, all eyes are now turned toward the 35 negotiation chapters. Ankara fulfilled the Copenhagen political criteria on its way to the negotiations table and will now have to strive for economic adaptation. Out of the 35 negotiation chapters 29 directly concern the economy. The remaining six chapters will affect businesses and markets indirectly. Through the negotiations and with the correction of defects in Turkey's legal infrastructure, Turkey's economic performance will attain the standard of developed countries. Some chapters will be easy and the candidate country has the right to negotiate the chapters it is prepared for, before those it is less prepared for. The foremost among the most difficult chapters for Turkey are agriculture and the environment. According to some experts it will not be easy for Turkey, a considerable part of whose population lives in rural areas, to reduce its agricultural population to the level of 15 percent. European Union (EU) experts, noting that the legislative defects of the septennial strategy tract issued by the Turkish Agriculture Ministry have been to a great extent corrected, remarked: "The EU's presence will be felt much more deeply in the transportation of the agricultural products from the field to the dinner table. The period of haphazard agriculture will end. Arrangements that place hygiene and human health higher are on the agenda." In the environment chapter, the EU Water Framework Directive (WFD), which concerns the cross border rivers as well, is one of the difficult points. Again the Union has tough rules about the quality of the drinking water. The duration of the negotiations is dependent on the candidate country's conduct. There are EU members that completed their negotiations within 13 months. Making concessions shortens the negotiation duration. On the other hand derogations, the EU term for exceptions, prolong the negotiations. In the latest enlargement that raised the number of members to 25, the candidates brought up 140 to 200 derogation demands. In the later stages the candidates can reduce the number of their derogation demands. For instance Hungary begun the negotiations demanding 150 derogations, but it later reduced the number to 50. According to the State Planning Organization, European funds will provide an amount near 700 million euros for infrastructure investments to reduce the interregional differences in Turkey. After 10 years the same amount will exceed one billion euros, depending on the rise in the EU's incomes. The EU, which supports social projects as well, keeps more than 15 billion euros ready for suitable projects Turkey may propose. The current members to a great extent benefited from the fiscal means of the Union during their candidacy. Particularly, Spain, Portugal, Greece and Ireland are known as countries that received the largest financial aid during their negotiation processes. Ireland allocated the funds that came from Brussels to information technology and became Europe's base in informatics. The negotiations on 17 or 18 chapters, including such headings as Small and Medium Sized Enterprises (SME), telecommunications, statistics and corporate law can be completed in a short period, it is reported. An intense preparation process for each chapter is under way in the government and the bureaucracy. Turkey wants to complete the screening stage quickly and begin to focus on the talks on the chapters. EU Term President Britain also has the same objective. |

dat gaat ons weeral "e pak" geld kosten ...
als ze nu die 15 miljard euro eens bespaarden en ons wat minder belastingen lieten betalen, zou DAT niet veel beter zijn ? Dan konden wij op congé gaan in Turkye en dan hadden ze die 15 miljard toch ook ? Maar, dan zouden wij er tenminste ook iets aan gehad hebben, en nu niet, mijn gedacht ! |

Hoe kom je aan dat bedrag van 15 miljard dollar (dollar ???? euro zal je bedoelen). Nu, in elk geval. 1 miljard euro per jaar, dat wil zeggen 3 euro per EU-inwoner per jaar. Peanuts dus. NB. Even vermelden dat het meervan van euro gewoon "euro" is, dus zonder "s". Ook in het engels. Zelfs in artikels van de BBC maken ze nog altijd die fout. (waarschijnlijk omdat het meervoud van "pound" ook met een "s" achteraan is). Enkel RTÉ schijnt de enige te zijn die het goed doet. Cheerio! Kr. Bonne. |

Ik denk dat je een nieuwe berekening moet maken,naar schatting zal er tot de definitiefe intrede van Turkije een bedrag van (de huidige schatting 82 miljard euro gespendeert worden,dit kan oplopen tot boven de 100 miljard,15 miljard euro zal de jaarlijkse inbreng zijn van de EU in Turkije) Groetjes |

(Gallileo kost ongeveer 8 euro per jaar per inwoner). 15 miljard euro per jaar is ongeveer een 40-tal euro per EU-inwoner. Eigenlijk zou het interessant zijn om eens alle cijfers naast elkaar te leggen, nl. hoe de evolutie per jaar is van: - de geldstroom tussen het land en de EU - buitenlandse private investering in het land. (bv. is vanaf een aantal jaar voor beslist werd dat de Oost-Europese landen ging toetreden tot de EU de buitenlandse investering in de landen enorm toegenomen en die investering zijn uiteindelijk veel groter dan wat de EU als instelling betaald). - de groei van de uitvoer vanuit de EU naar dat land (omdat dat eigenlijk en terugloop is van fonds vanuit dat land naar de economieen van de EU lidstaten). En dat legt men dan tegenover de groei van de interne economie van het land (dus zonder private investeringen); omdat dat dan de echte graadmeter is van hoe zeer het land op zichzelf erop vooruit gaat. Ik dacht dat eurostat een jaarlijks rapport met al dit soort gegevens publiceert. Als ik eens meer tijd heb ga ik eens bekijken als ik dit soort informatie niet kan terugvinden i.v.m. de recente uitbreidingen naar Oost-Europa en (in een verder verleden) i.v.m.
