Satellite images reveal alarming speed Pakistan is rushing to finish weapons-grade nuclear reactor

New satellite images have shown the alarming speed at which Pakistan is constructing a weapons-grade nuclear reactor.
The aerial images, taken on April 20, show the rapid building progress of the fourth reactor to produce plutonium in Pakistan's Khushab facility.
The site was barren in 2009 and the facility 'costing billions' was undetectable by satellite just 17 months ago, but has since grown at an alarming rate.

Alarming: The rate of construction at the Khushab nuclear facility has 'raised eyebrows' with US officials

The facility in Khushab is the fastest growing nuclear program in the world, with the speed of the latest reactor's construction prompting concern from U.S. officials.

Pakistan first revealed the Khushab site and its plutonium production facility in 1998 after the country’s first nuclear test.
Although the U.S. has provided Pakistan with $20 billion in military and economic aid since September 11, 2001, it has been said that there is 'no explanation' as to how Pakistan are paying for the latest reactor.

Factbox: Ties between China and Pakistan

BEIJING | Tue May 17, 2011 1:06am EDT
(Reuters) - Pakistani Prime Minister Yusuf Raza Gilani will visit China from Tuesday, underscoring Beijing's support while fallout from the death of Osama bin Laden has strained relations between Islamabad and Washington.

Here are some facts about ties between China and Pakistan:

"ALL-WEATHER" PARTNERS

* China and Pakistan call each other "all-weather friends" and their close ties have been underpinned by long-standing wariness of their common neighbor, India, and a desire to hedge against U.S. influence across the region.

* After the United States killed Osama bin Laden -- the mastermind of the September 11, 2001, terror attacks -- in Pakistan on May 2, China called the event a "progressive development" but also defended the Pakistani government, which has been criticized in the U.S. for failing to find bin Laden, if not harboring him.

CONVENTIONAL ARMS, NUCLEAR POWER, PORT ACCESS

* China has been Pakistan's biggest supplier of conventional arms, according to the Stockholm International Peace Research Institute's database, and many analysts believe China supported Pakistan's nuclear weapons program in past decades.

* China has helped Pakistan build its main nuclear power generation facility at Chashma in Punjab province, where a second, 330 MW unit started last week, and it has plans to build two more there, despite international misgivings about risks to nuclear safety and the integrity of non-proliferation rules.

* Last year, the China National Nuclear Corp said it was also in talks about building a separate 1-gigawatt atomic plant in Pakistan.

* China has helped build the deep-sea Gwadar port on Pakistan's Arabian Sea coast, partly with a view to opening up an energy and trade corridor from the Gulf, across Pakistan, to western China.

* According to a Pew Global Attitudes Project (pewglobal.org)

survey of Pakistani public opinion in 2010, 85 percent of respondents said they had a favorable view of China, and 3 percent said they had an unfavorable view.

By contrast, 17 percent had a favorable view of the United States, and 68 percent had an unfavorable view.

* Pakistani President Asif Ali Zardari has visited China frequently, and urged China to invest more in his country.

TRADE HOPES

* Annual two-way trade was worth $8.7 billion in 2010, a rise of 27.7 percent on the previous year, according to Chinese statistics.

* Trade flows go heavily in China's favor, and last year it exported goods worth $6.9 billion to Pakistan, a rise of 25.5 percent on 2009, while Chinese imports from Pakistan were worth $1.7 billion, a rise of 37.2 percent.

* Pakistani officials have recently said the two nations could increase bilateral trade to $15 billion a year by the end of 2012.

* China also helped build the Gwadar port in Baluchistan, and the Karakoram Highway, connecting northern Pakistan to far western China, which could be upgraded to provide a conduit for Chinese energy imports from other markets.

SECURITY CONCERNS

* China has urged mainly Muslim Pakistan to take action against Uighur militants from the western Chinese region of Xinjiang who have slipped in to Pakistan in past years.

* On July 5, 2009, deadly violence broke out between Muslim Uighurs and Han Chinese in Xinjiang, killing 197 people, many of them Han residents attacked by Uighurs. Pakistan deplored the riots, winning praise from China for its stance.

* The safety of Chinese nationals working in Pakistan has also been a major concern for China. Several Chinese workers were killed in militant attacks in Pakistan in recent years.

Pakistani PM hails China as his country's 'best friend'

Pakistani Prime Minister Yousuf Raza Gilani has arrived in China on a four-day visit to commemorate 60 years of diplomatic ties between the countries.

Earlier, he described China as Pakistan's "best friend".

Although the visit was planned long ago, correspondents say it is especially timely for Islamabad because of strains with the US over the killing of Osama Bin Laden.

China Gives Pakistan 50 Fighter Jets

ISLAMABAD, Pakistan — China has agreed to immediately provide 50 JF-17 fighter jets to Pakistan, a major outcome of a visit by Prime Minister Yousaf Raza Gilani to Beijing this week, Pakistani officials said Thursday.

China and Pakistan have jointly produced the JF-17 aircraft, but the new planes would be equipped with more sophisticated avionics, the officials said. The latest jet fighters would be paid for by China, they said.

The announcement came as Pakistan’s already tense relations with the United States soured further after the killing of Osama bin Laden deep inside Pakistan on May 2.

Last week, Pakistan’s spy chief denounced the United States in a rare briefing before Parliament in which he condemned the American raid for breaching Pakistan’s sovereignty. Parliament, in turn, called for the government to revisit relations with the United States.

Mr. Gilani’s visit to Beijing served as a pointed reminder of Pakistani suggestions that the government might seek to recalibrate relations with the United States, using China to offset what many here view as an overdependence on Washington.

The United States has provided Pakistan with some $20 billion in aid, mostly military, for its cooperation in fighting terrorism since the attacks of Sept. 11, 2001. Much of that aid has come in the form of reimbursements for Pakistani counterterrorism operations.

West 'causing drought' in Iran, says Ahmadinejad
Iranian President Mahmoud Ahmadinejad on Thursday accused Western countries of devising plans to "cause drought" in the Islamic republic, as he inaugurated a dam in a central province.
"Western countries have designed plans to cause drought in certain areas of the world, including Iran," the official IRNA news agency quoted Ahmadinejad as saying in the central city of Arak in Markazi province.
"According to reports on climate, whose accuracy has been verified, European countries are using special equipment to force clouds to dump" their water on their continent, he said.
By doing so, "they prevent rain clouds from reaching regional countries, including Iran," Ahmadinejad charged.
Iran has experienced several droughts in recent years.
Ahmadinejad also recalled, according to IRNA, an article by "a Western politician", whom he did not identify, in which "droughts in some regions spanning from Turkey and Iran to east of Asia are predicted for the next 30 years."
"The regions (referred to in) the article... include countries whose culture and civilisation frighten the West," Ahmadinejad said in support of his argument.
Iranian leaders claim on a daily basis that Western countries, led by arch-foe United States, devise "plots" to undermine the Islamic republic and to impede its economic and scientific development.
They also accuse world powers of colluding against Iran's national unity, independence, political establishment, culture as well as international relations.

Pakistan turns to China for naval base
By Farhan Bokhari in Islamabad and Kathrin Hille in Beijing
Published: May 22 2011 13:22 | Last updated: May 22 2011 19:46

Pakistan has asked China to build a naval base at its south-western port of Gwadar and expects the Chinese navy to maintain a regular presence there, a plan likely to alarm both India and the US.
http://media.ft.com/cms/fb52bc30-8495-11e0-afcb-00144feabdc0.gif
“We have asked our Chinese brothers to please build a naval base at Gwadar,” Chaudhary Ahmed Mukhtar, Pakistan’s defence minister, told the Financial Times, confirming that the request was conveyed to China during a visit last week by Yusuf Raza Gilani, Pakistan’s prime minister.

Hitherto, China has shied away from moves that might alienate the US and Beijing’s neighbours, such as India, Malaysia and Indonesia. “China’s rise is a beneficial force for peace and we have no hegemonic ambitions,” said a Chinese official familiar with Beijing’s security policy.

But Christopher Yung, senior research fellow at National Defense University in Washington, said in a recent paper “the nature and degree of China’s access to out-of-area bases will be the ultimate indication and warning” of its eventual intention to become a global military power. A Pentagon official said: “We have questions and concerns about this development and [China’s] intentions. But that is why we believe it is important to have a healthy, stable and continuous military-to-military relationship.”

A senior Pakistani official familiar with Sino-Pakistani discussions on naval co-operation said: “The naval base is something we hope will allow Chinese vessels to regularly visit in [the] future and also use the place for repair and maintenance of their fleet in the [Indian Ocean region].”

Such a foothold would be the first overseas location offering support to the People’s Liberation Army navy for future out-of-area missions and so would be likely to reinforce international concerns over Beijing’s longer-term military ambitions.

“This will definitely be a ‘game changer’ in China’s defence and security relationships,” said Rahul Roy-Chaudhury, a south Asia security expert at the International Institute for Strategic Studies. “The construction of a naval base in Gwadar would provide its own ships and possibly submarines with ‘permanent’ basing rights, along with the possibility of regular patrols and exercises in the Arabian Sea to protect the growing number of Chinese-flagged oil tankers traversing the region to meet its increasing energy demands from the Gulf region.”

As anti-piracy operations in the Gulf of Aden have made the PLA Navy aware that it lacks port access for restocking with food and water, swapping staff and maintenance, the force is lobbying for the construction of foreign bases.

The proposed port could meet some of the PLA navy’s needs but is less aggressive than a Chinese-owned base on foreign soil. The existing commercial port at Gwadar was built by China but is run by the Singapore Port Authority. But it could antagonise India as it comes amid a strengthening of China’s military ties with Pakistan.

During Mr Gilani’s visit last week, Beijing agreed to accelerate delivery of 50 fighter jets to Pakistan

Pakistan’s defence officials are keen for the PLA Navy to build up its presence in the Indian Ocean and the northern Arabia sea, mainly to counterbalance India’s naval forces.

Een samenvatting, 1 Mei 2011 tot heden

US, Pakistan Near Open War; Chinese Ultimatum Warns Washington Against Attack
Webster G. Tarpley, Ph.D.
TARPLEY.net
May 20, 2011

China has officially put the United States on notice that Washington’s planned attack on Pakistan will be interpreted as an act of aggression against Beijing. This blunt warning represents the first known strategic ultimatum received by the United States in half a century, going back to Soviet warnings during the Berlin crisis of 1958-1961, and indicates the grave danger of general war growing out of the US-Pakistan confrontation.

“Any Attack on Pakistan Would be Construed as an Attack on China”
Responding to reports that China has asked the US to respect Pakistan’s sovereignty in the aftermath of the Bin Laden operation, Chinese Foreign Ministry spokesperson Jiang Yu used a May 19 press briefing to state Beijing’s categorical demand that the “sovereignty and territorial integrity of Pakistan must be respected.” According to Pakistani diplomatic sources cited by the Times of India, China has “warned in unequivocal terms that any attack on Pakistan would be construed as an attack on China.” This ultimatum was reportedly delivered at the May 9 China-US strategic dialogue and economic talks in Washington, where the Chinese delegation was led by Vice Prime Minister Wang Qishan and State Councilor Dai Bingguo.1 Chinese warnings are implicitly backed up by that nation’s nuclear missiles, including an estimated 66 ICBMs, some capable of striking the United States, plus 118 intermediate-range missiles, 36 submarine-launched missiles, and numerous shorter-range systems.

Support from China is seen by regional observers as critically important for Pakistan, which is otherwise caught in a pincers between the US and India: “If US and Indian pressure continues, Pakistan can say ‘China is behind us. Don’t think we are isolated, we have a potential superpower with us,’” Talat Masood, a political analyst and retired Pakistani general, told AFP.2

The Chinese ultimatum came during the visit of Pakistani Prime Minister Gilani in Beijing, during which the host government announced the transfer of 50 state-of-the-art JF-17 fighter jets to Pakistan, immediately and without cost.3 Before his departure, Gilani had stressed the importance of the Pakistan-China alliance, proclaiming: “We are proud to have China as our best and most trusted friend. And China will always find Pakistan standing beside it at all times….When we speak of this friendship as being taller than the Himalayas and deeper than the oceans it truly captures the essence of our relationship.”4 These remarks were greeted by whining from US spokesmen, including Idaho Republican Senator Risch.

One way to provide the provocation needed to justify a US-Indian attack on Pakistan would be through an increase in terrorist actions attributable to the so-called Taliban. Are We in July 1914?
The crisis leading to World War I began with the Sarajevo assassinations of June 28, 1914, but the first major declaration of war did not occur until August 1. In the interim month of July 1914, large parts of European public opinion retreated into a dreamlike trance, an idyllic la-la land of elegiac illusion, even as the deadly crisis gathered momentum. Something similar can be seen today. Many Americans fondly imagine that the alleged death of Bin Laden marks the end of the war on terror and the Afghan War. Instead, the Bin Laden operation has clearly ushered in a new strategic emergency. Forces which had opposed the Iraq war, from MSNBC to many left liberals of the peace movement, are variously supporting Obama’s bloody aggression in Libya, or even celebrating him as a more effective warmonger than Bush-Cheney because of his supposed success at the expense of Bin Laden. In reality, if there were ever a time to mobilize to stop a new and wider war, this is it.

Many in the army still want alliances with Sunni Islamist elements in the region as leverage against India and Iran. As a result, a backlash within the military establishment against the forthcoming new phase in the war against the Afghan Taliban is inevitable. Once again, Pakistan will be caught in the middle between the US and militants, with interests on both sides.

Die grenszones zijn "free for all" :-(

http://www.washingtonpost.com/blogs/2chambers/post/kucinich-other-house-members-file-lawsuit-against-obama-on-libya-military-mission/2011/06/15/AGrzd6VH_blog.html

YAKKAGHUND, Pakistan | Sat Nov 26, 2011 6:41pm EST

YAKKAGHUND, Pakistan (Reuters) - NATO helicopters and fighter jets attacked two military outposts in northwest Pakistan Saturday, killing as many as 28 troops and plunging U.S.-Pakistan relations deeper into crisis.

Pakistan shut down NATO supply routes into Afghanistan - used for sending in nearly half of the alliance's land shipments - in retaliation for the worst such incident since Islamabad uneasily allied itself with Washington following the September 11, 2001 attacks on the United States.

Islamabad also said it had ordered the United States to vacate a drone base in the country, but a senior U.S. official said Washington had received no such request and noted that Pakistan had made similar eviction threats in the past, without following through.

NATO and U.S. officials expressed regret about the deaths of the Pakistani soldiers, indicating the attack may have been an error; but the exact circumstances remained unclear.

"Senior U.S. civilian and military officials have been in touch with their Pakistani counterparts from Islamabad, Kabul and Washington to express our condolences, our desire to work together to determine what took place, and our commitment to the U.S.-Pakistan partnership which advances our shared interests, including fighting terrorism in the region," said White House national security council spokesman Tommy Vieter.

U.S. Secretary of State Hillary Clinton and Pakistani Foreign Minister Hina Rabbani Khar spoke by telephone, as did General Martin Dempsey, the chairman of the Joint Chiefs of Staff, and Pakistani Chief of Army Staff General Ashfaq Parvez Kayani.

The NATO-led force in Afghanistan confirmed that NATO aircraft had probably killed Pakistani soldiers in an area close to the Afghan-Pakistani border.

"Close air support was called in, in the development of the tactical situation, and it is what highly likely caused the Pakistan casualties," said General Carsten Jacobson, spokesman for the International Security Assistance Force (ISAF).

He added he could not confirm the number of casualties, but ISAF was investigating. "We are aware that Pakistani soldiers perished. We don't know the size, the magnitude," he said.

Pakistan's Prime Minister Yusuf Raza Gilani said the killings were "an attack on Pakistan's sovereignty," adding: "We will not let any harm come to Pakistan's sovereignty and solidarity."

Pakistan's Foreign Office said it would take up the matter "in the strongest terms" with NATO and the United States, while army chief Kayani said steps would be taken to respond "to this irresponsible act."

"A strong protest has been launched with NATO/ISAF in which it has been demanded that strong and urgent action be taken against those responsible for this aggression."

Two military officials said up to 28 troops had been killed and 11 wounded in the attack on the outposts, about 2.5 km (1.5 miles) from the Afghan border. The Pakistani military said 24 troops were killed and 13 wounded.

The attack took place around 2 a.m. (2100 GMT) in the Baizai area of Mohmand, where Pakistani troops are fighting Taliban militants. Across the border is Afghanistan's Kunar province, which has seen years of heavy fighting.

"Pakistani troops effectively responded immediately in self-defense to NATO/ISAF's aggression with all available weapons," the Pakistani military statement said.

The commander of NATO-led forces in Afghanistan, General John R. Allen, offered his condolences to the families of Pakistani soldiers who "may have been killed or injured."

Dempsey's spokesman, Colonel David Lapan, could not confirm the closure of the Pakistani border crossing to trucks carrying supplies for ISAF forces. However, he noted that "if true, we have alternate routes we can use, as we have in the past."

POORLY MARKED

Around 40 troops were stationed at the outposts, military sources said. Two officers were reported among the dead. "They without any reasons attacked on our post and killed soldiers asleep," said a senior Pakistani officer, requesting anonymity.

The border is often poorly marked, and Afghan and Pakistani maps have differences of several kilometres in some places, military officials have said.

However, Pakistani military spokesman Major-General Athar Abbas said NATO had been given maps of the area, with Pakistani military posts identified.

"When the other side is saying there is a doubt about this, there is no doubt about it. These posts have been marked and handed over to the other side for marking on their maps and are clearly inside Pakistani territory."

The incident occurred a day after Allen met Kayani to discuss border control and enhanced cooperation.

A senior military source told Reuters that after the meeting that set out "to build confidence and trust, these kind of attacks should not have taken place."

BLOCKED SUPPLIES

Pakistan is a vital land route for nearly half of NATO supplies shipped overland to its troops in Afghanistan, a NATO spokesman said. Land shipments account for about two thirds of the alliance's cargo shipments into Afghanistan.

Hours after the raid, NATO supply trucks and fuel tankers bound for Afghanistan were stopped at Jamrud town in the Khyber tribal region near the city of Peshawar, officials said.

The border crossing at Chaman in southwestern Baluchistan province was also closed, Frontier Corps officials said.

A meeting of the cabinet's defense committee convened by Gilani "decided to close with immediate effect NATO/ISAF logistics supply lines," according to a statement issued by Gilani's office.

The committee decided to ask the United States to vacate, within 15 days, the Shamsi Air Base, a remote installation in Baluchistan used by U.S. forces for drone strikes which has long been at the center of a dispute between Islamabad and Washington.

The meeting also decided the government would "revisit and undertake a complete review of all programs, activities and cooperative arrangements with US/NATO/ISAF, including diplomatic, political, military and intelligence."

A similar incident on Sept 30, 2010, which killed two Pakistani service personnel, led to the closure of one of NATO's supply routes through Pakistan for 10 days. NATO apologised for that incident, which it said happened when NATO gunships mistook warning shots by Pakistani forces for a militant attack.

Relations between the United States and Pakistan were strained by the killing of al Qaeda leader Osama bin Laden by U.S. special forces in Pakistan in May, which Pakistan called a flagrant violation of sovereignty.

Pakistan's jailing of a CIA contractor and U.S. accusations that Pakistan backed a militant attack on the U.S. embassy in Kabul have added to the tensions.

"This will have a catastrophic effect on Pakistan-U.S. relations. The public in Pakistan are going to go berserk on this," said Charles Heyman, senior defense analyst at British military website Armedforces.co.uk.

Other analysts, including Rustam Shah Mohmand, a former ambassador to Afghanistan, predicted Pakistan would protest and close the supply lines for some time, but that ultimately "things will get back to normal."
