GABORONE, Botswana (AP) - Visiting a country with the world's highest AIDS infection rate, President Bush said Thursday that the disease is "the deadliest enemy Africa has ever faced" and promised that the United States will help meet the challenge.
"The people of this nation have the courage and resolve to defeat this disease and you will have a partner in the United States of America," Bush told Botswana's President Festus Mogae in a toast kicking off a festive luncheon.
"This is the deadliest enemy Africa has ever faced, and you will not face this enemy alone."
Bush's brief remarks were greeted with chants of "Pula! Pula!," which means "all good things."
Bush came to this country near the southern tip of Africa bearing a $15 billion plan to combat AIDS, and he received a raucous welcome upon his arrival. Dozens of children waving small American and Botswanan flags danced and waved, and scantily clad men and women performed tribal dances.
Botswana, too, is rich and diamonds and has a stable government. Its status as a model of democracy and economic strength in Africa is one of the reasons it was chosen by the White House to be one of Bush's stops - and earned Bush's praise at lunch.
Fourteen countries in Africa and the Caribbean account for nearly half of the world's HIV infections, but Botswana is especially hard-hit. More than 38 percent of its adult population is infected with HIV. The life expectancy is 39.9 years for its citizens ages 15-49.
Mogae has adopted Africa's most aggressive response to the disease, including a promise to provide AIDS medicines free of charge to all who need them. That program is funded in part by the Bill and Melinda Gates Foundation.
The United States is jointly sponsoring 16 HIV testing centers, donating money to improve health care and helping fund AIDS awareness campaigns, including a serialized radio drama dealing with AIDS-related issues.

Dit verhaal toont aan dat als conservatieven praten over hoe de VS EN democratische allies SAMEN aan een betere wereld zullen bouwen en dat de VS hier vele miljarden voor over heeft.
In collaboratie met directe liefdadigheidsorganizaties wordt hier een programma uit de doeken gedaan dat gratis aids medicatie combineert met preventiecampagnes en testcentra. How the fuck is dat de verkeerde aanpak?
Dit is een goed voorbeeld van hoe democratie en een stabiel, westers gezind bewind, zijn vruchten rechtsreeks afwerpt onder de gedemoniseerde Bush administratie.

Je zegt heel duidelijk planning. Het congres heeft nog niets bekrachtigd. En definieer "westers gezind". Houdt dat enkel het hebben van goede relaties met de Noord-Atlantische mogendheden in of moet men meer doen om dat etiket te verdienen?

Het is dat Botswana zoveel doet voor de VS nietwaar?
Het is inderdaad een planning die nog niet bekrachtigd is. Het budget is echter aanwezig en de bedoelingen zijn goed.

Natuurlijk is dit 15 miljard dollar aidshulp niet slecht. De kritiek is eerder aan het adres van de verdeling van deze financiële middelen. Aangepord door de conservative coalition, worden redelijk wat van deze fondsen gereserveerd voor bv. organizaties (ook religieuze) die sex ontmoedigen... Onthouding: natuurlijk het beste voorberoedsmiddel en anti-aidsmiddel dat er bestaat, maar misschien nogal onrealistisch?!

Aanraden om 1 partner te hebben is niet hetzelfde als afraden condooms te gebruiken.

In veel Afrikaanse stammen is het hebben van 1 partner ook onrealistisch. Waarom niet gewoon het condoom aanraden? Mag dat niet? Heb je iets tegen condomen?

Aanraden om 1 partner te hebben is niet hetzelfde als afraden condooms te gebruiken.
Ahzo, ja, ze bekijken het op die manier. Maar is het ook efficiënt?
In veel Afrikaanse stammen is het hebben van 1 partner ook onrealistisch. Waarom niet gewoon het condoom aanraden? Mag dat niet? Heb je iets tegen condomen?
Het gaat hier om een klein deel van een campagne. Condoomgebruik wordt zeker aangeraden als je van partner wisselt.
Antwoord op de twijfelaars over aids preventie, het hieropvolgende artikel.
Uiteindelijk komt het erop neer dat de campagne van president Bush niet alleen grootschalig is (14 landen), maar ook gebaseerd op beproefde principes die in Uganda reeds hun success hebben aangetoond. De campagne raadt wel degelijk condoomgebruik aan en is vooral gebaseerd op preventie omdat het de meest efficiente manier is om AIDS te bevechten.

ENTEBBE, Uganda (AP) - President Bush said Friday at a Ugandan AIDS clinic that the country's aggressive prevention and treatment programs are "leading the way" in efforts to combat the global pandemic.
Bush spoke after an emotional visit to the clinic, in which he met with about two dozen AIDS patients at the clinic, hugging many of them.
"It's one thing to hear about the ravages of AIDS or to read about them, another thing to see them first hand," the president said from a small courtyard outside the facility. "I met generals in the armies - in the worldwide army of compassion."
Earlier, the president met with Ugandan President Yoweri Museveni and heaped praise on him at a picture-taking session. "You have shown the world what is possible in terms of reducing infection rates," Bush said.
Uganda, an Oregon-sized nation in east-central Africa, is a model for stemming its once-spiraling rate of HIV infection. It stands in sharp contrast to Botswana - another stop on Bush's African journey - which is struggling with the world's highest HIV infection rate.
Bush's own five-year, $15 billion AIDS plan is modeled after a program in Uganda, which stresses abstinence, monogamy and condom use.
"This is such a land of hope in the heart of Africa," he said in the speech. "You're leading the way here in Uganda."
During their joint appearance, Bush also praised Museveni as "a strong advocate of free trade" and a force for peace in Central Africa.
Then and during his speech, however, Bush steered clear of any mention of Uganda's involvement in the 5-year civil war in neighboring Congo.
Uganda was one of four African countries that openly supported the U.S. invasion of Iraq. Museveni seized power in 1986.
In the speech, Bush mentioned his $15-billion AIDS program, without mentioning that the Republican-controlled House has not provided all the money he seeks. "You are not alone in this fight. America has decided to act," he said. "We want to be on your side in a big way."
The AIDS Support Organization Clinic saw 4,787 patients in 1997, and 28,776 last year. Founded in 1987, it was the first and largest indigenous HIV-services organization in Africa. Most founders of the TASO clinic network have already died of AIDS.
Uganda has managed to put the brakes on a rising HIV infection rate that had devastated the country in the 1980s and 1990s. But the disease is still taking a heavy toll, with about 1 million Ugandans infected out of a total population of 24 million.
A massive public education campaign helped drop the infection rate to about 5 percent. Condom use is widespread, the average age of first sexual contact has been raised and the average number of sexual partners has been reduced.
The government's latest awareness campaign promotes the "A,B,C,D" of HIV - "abstain," change "behavior," use "condoms," or "die."
"We made it our highest priority to convince our people to return to their traditional values of chastity and faithfulness or, failing that, to use condoms," Museveni told drug company executives in Washington last month. "The alternative was decimation."
Prevention is affordable but drugs to treat the infected are not. They cost about $26 a month, while Uganda spends about $3.50 on health care per citizen annually.
Bush's $15 billion AIDS plan would target prevention and treatment assistance to a total of 14 hard-hit countries - two in the Caribbean and a dozen in Africa.
