“HB3’s most publicized provision will require positive identification before casting a vote. But it also opens voter registration activists to partisan prosecution, exempts electronic voting machines from public scrutiny, quintuples the cost of citizen-requested statewide recounts and makes it illegal to challenge a presidential vote count or, indeed, any federal election result in Ohio.”
"will mandate that voters present an ID before voting. Voters without ID will be forced to vote a provisional ballot that may not be counted. "
There are some significant travesties," said Samuel Gresham of Common Cause Ohio. He recalled long lines to vote in inner cities and on college campuses during last year's vote for president. "People will be frustrated and go home. We must find a way to streamline that process."
“While most Ohio voters will have a photo ID or other identifying documents, many, many do not, especially the young, old, poor, homeless, out-of-town college students, and others. HB 3 will effectively disenfranchise as many as 200,000 legally eligible voters.”
