As reported in LBO, the official website of Lanka Business Online,
dated 3rd March 2006, Sri Lanka is looking at the possibility of
getting into a partnership with foreign governments to explore oil off
the island's west coast after the initial surveys highlighted the
possibility of hydrocarbon reserves in the north-western Gulf of Mannar
and Cauvery. According these electronic media reports, Sri Lanka has
plans to seek ventures with China and India to explore these oilfields
and contacts have allegedly been made with both China and India.

As per the LBO report, Norway's TGS-Nopec's ( a geotechnical
company which specialises in undertaking multi-client seismic surveys),
initial studies have shown that Sri Lanka has potential reserves of
about 10-50 million barrels. Several electronic media reports have
confirmed the involvement of the Norwegians in the survey which has
already attracted significant industry interest.

"We have to call for competitive international exploration bids by
end-May. If we are not happy with the response, we are looking at going
into partnership with a foreign government" This is what the Sri
Lanka's Petroleum Ministry's Secretary was reported to have told
the media. "If the government goes with the second plan, the island is
looking at striking partnerships with China and India"

There is no doubt that the powerful Norwegian oil industry, the
Norwegian government and the LTTE also have noticed this promising
survey made by TGS-Nopec. Needless to say, Norway is a little
disappointed of the news that China and India are the preferred
partners in the oil exploration of Sri Lanka. After this speculation
surfaced in late 2005, Norway made agreements with India during the
Indian Energy and Oil Minister visit to Norway last September for oil
exploration in India, probably as a strategy to prevent direct Indian
involvement in Sri Lanka's oil exploration bids.

Why is Norway supporting an organisation that clearly is a terrorist
organisation and a notorious violator of human rights? Even after
thousands of CFA violations Norway increases their official funding of
the LTTE. In a recent interview with the Indian magazine Tehelka, Erik
Soleheim went to the extent to admit in public that Norway is
supporting Tamil right to self-rule in Sri Lanka.

The Statoil (Norwegian State Oil Company)/Iran scandal revealed Norway
ignores terrorism, human rights and business ethics when it comes to
making money in the oil business. Two top executives resigned from
Statoil last autumn after it was revealed that they had agreed to pay
USD 15 million to an Iranian consulting firm through a contract that
raised questions of bribery.

As per the speculations, it is likely that the Norwegian companies have
a better chance to get exploration permits from the LTTE than from the
GOSL since Norway is subcontracting to LTTE for their bid to separatism
for over a 25years. For the time being, the LTTE has no legal rights to
the oil and this fact could have been an incentive to intensify their
help for the LTTE with funds and flying the LTTE leaders around Europe,
providing red carpet welcome to the terrorist outfit thus portraying
the LTTE leaders as legitimate politicians and sole representatives of
the Tamils.

The mineral sands deposits and offshore fishing were cited as some of
the interests of Norwegians for interfering with the internal affairs
of Sri Lanka by supporting the 'war' process of the LTTE

Hence the obvious question we have in our mind is "Could the main
reason for the Norwegian support for the world's most ruthless
terrorist outfit be oil?"
