Het probleem van de mate van protectie zal nog voor veel discussie zorgen. Die €170 miljard tekort op de handelsbalans, en jaarlijks verder oplopend, is geen peuleschil.
Uiteindelijk is het beste te streven naar vrijhandel. Maar vrijhandel is onlosmakelijk verbonden met politieke integratie. Dat heeft de geschiedenis van de EU bewezen. Vrijhandel op basis van handelsverdragen is een wankele basis; het is illusoir te menen dat ernstige handelsconflicten bij grote welvaartsverschillen kunnen worden voorkomen.
