MOROCCO & WESTERN SAHARA – Rejection of self rule
On 27 April Morocco rejected a U.N. peace plan that could allow eventual self-rule for the Western Sahara, dashing hopes that the plan would end 29-year long dispute between Rabat and the inhabitants of the disputed desert territory. The peace plan called for five years of autonomy for the Western Sahara, followed by a referendum allowing residents to choose between independence, integration into Morocco, or autonomy under Moroccan rule. Morocco has steadfastly rejected any peace plans that could lead to independence for the Western Sahara, which has abundant phosphate resources and is believed to have offshore oil deposits. Algeria and the Polisario Front, a Saharawi rebel group that demands independence for the territory, reject Morocco's 1975 annexation of the territory and have long pressed for a referendum on independence. The dispute over the Western Sahara contributes to ongoing hostility between Morocco and Algeria, the Polisario Front's key patron, and undermines stability and integration in North Africa.
