Belgische overheid doelbewust laks tegen terrorisme

I accuse! The attack that intelligence services were afraid would happen… Outraged about the events of this morning in Brussels, I accuse Belgium of having endorsed a “wait-and-see” policy for years and having never giving to the intelligence services the means to do their job professionally to try and avoid this kind of attack. I accuse… politicians I accuse politicians of never having wanted to understand the rise of radical Islamism and having deliberately ignored it because they were afraid to lose votes and not be “politically correct”. I accuse them of having let several Belgian cities develop jihadist radicalism for years, to the point that a socialist leader once told me “we know the problem in Molenbeek but what do you want, it is an electorate that we can’t neglect”. I accuse politicians at all responsible levels for not giving the necessary and essential resources to intelligence and police services, to under-fund them chronically and not put in place the laws that could allow their effective operation. The intelligence community, mostly, lacks the right human resources. I accuse them of not training effectively enough the staff of intelligence services and of putting people on high positions because of no other reason than their political affiliations. I accuse a former Minister of Defense of not having authorized a deep investigation on radical Islam in the armed forces in order “not to stigmatize the Muslim population in the army” (dixit), while we already knew there are radicalized people into the Army. I accuse… Intelligence services I accuse the SGRS (Belgian military intelligence service) of not developing an analytics department: we collect data but do not analyze it. We find ourselves with data we don’t know what to do with and without any skills internally to exploit it. Our “analysts” are rather operational files manager. The Intelligence service had in its hands, among many other examples, the thousands of pages of the jihad manual of Al-Qaeda; it has never been analyzed, because of lack of skills and resources. I accuse the incompetence of some managers of military counter-terrorism who don’t understand how Intelligence works and put its work in danger every day by taking wrong decisions. Never, in Belgium, does the head of military counter-terrorism have an Intelligence background nor does it take any specific skills to get appointed to the job! The last military officer in charge of the department used to tell us his lack of interest for analysis (“we don’t need it”) and decided to suppress the entire department library. How can we analyze without knowledge, without background, without a deep understanding of what is at stake? How can we use the operational information from the ground if it is not connected, investigated and put in perspective? I remember a head of Belgian security telling me that we can fix a chemical attack with the water from the fire trucks. It was when President Bush visited Brussels in 2005. I remember a head of one of the State Security departments who got angry when I said in 2001 that Belgium had been a rear base for terrorism for decades. An information that is now know for more than 20 years and about which nothing or almost nothing has been done, because no one cared or had the means to do anything. Always this “politically correct” taking all the decisions in our country! I accuse the military counter-terrorism of being amateuristic in its approach: critical lack of field staff (how many do we have on the field, General? Oh, right, it is confidential… but still dramatic!) and critical lack of knowledge on radical Islam. I accuse… and then ? I can’t finish this « I accuse » without a thought for my former Intelligence and Federal police colleagues who have always demonstrated a willingness to work as professionally as possible while the politicians were only demonstrating real support in front of cameras in press conferences. Political leaders don’t listen to Intelligence services, never: when was the last time they came into the military intelligence offices to try and understand our missions? When was the last time they saw with their eyes the real lack of means of the services they rely on to ensure the security of citizens? It is unfortunately too late and we have only our eyes to cry our deaths and the incompetence of our leaders. All my thoughts go to the victims and their families. But my anger is now turning on politics. If the culprits of these attacks are obviously the jihadists, there are also people responsible of having let those attacks happen, and these people will need to be held accountable for how they failed the Belgian citizens. The attacks are the results of years of mismanagement and lack of foresight and the current government can only try to fill the gaps of the situation it inherited from predecessors. We now have to react and propose solutions. It is no longer a choice, we owe it to the victims of terrorism and as a response to our failure. |

Ze zouden er bespreken waar hun strijders de volgende keer zouden kunnen toeslaan.
