Omdat er NERGENS in de grondwet staat dat het gesplists moet worden. NErgens in het arrest van het abitrage hof staat dat ook, splitsen is 1 vd vele oplossingen, als de vlaamse partijen die willen boven andere dan lijkt het me maar normaal dat je daarvoor een compromis sluit, en dus "betalen"
