The Head of the European Union (EU) Delegation in Rwanda, Ambassador Michel Arrion, has said that the EU Commission will support the country's electoral process but will not send observers for the August presidential elections.

The announcement comes just a week after the EU and Rwanda signed a 73.8 million euros grant agreement -- a package which includes 5.3 million euros for the Electoral Commission.
Just after the end of the 2003 presidential polls where President Paul Kagame scooped more than 95 percent, the 34 EU observers severely criticized the vote saying it was not necessary.

The network of european NGOs for central Africa, EURAC, within which ALBOAN takes part, is concerned that the EU is not planning an observation mission for the forthcoming presedential elections in Rwanda in spite of worrying developments that have been taking place there. The democratic space is very limited. Oposition activists and candidates suffer and denounce different forms of aggression.

Eens uitkijken hoe België dit gaat verwoorden als zij binnenkort het voorzitterschap opnemen. En het zal een spannende frustratie worden voor Van Rompuy. Als mijn geheugen mij niet in de steek laat, was hij toch minister van begroting in '94. De rwandacommissie had zich in de nasleep van de genocide toch uitgesproken dat de Belgische deelname over onvoldoende middelen beschikte.
