Het is zo. In Saoedi-Arabië en de Maghreb vreest men voor het 'Sji'itische gevaar' (Iran). Zij denken dat Iran de dominante speler in de regio wil worden, en die capaciteiten ook heeft. En aan die capaciteiten zijn ze momenteel aan het bouwen.
Marokko heeft bijvoorbeeld diplomatieke banden met Iran al gebroken.
