De resolutie verwijst naar hoofdstuk 7 van het VN-Handvest. Dat maakt het mogelijk om de sancties desnoods met geweld af te dwingen. Hoofdstuk 7 werd in het verleden ook gebruikt om vredesmissies en militaire operaties uit te voeren in Irak en Somalië.
