Patrioct act 2 komt er vandaag door in Amerika
Het "Intelligence Reform and Terrorism Prevention Act" alias de patriot act 2 is gisteren al door het congress geraakt, en zal vandaag de senaat passeren Amerika (samen met nieuwe ID card). Dit nieuw beleid geeft Bush mogelijkheden waar Hitler jaloers op zou zijn.
The U.S. House passed the conference report on the Intelligence Reform and Terrorism Prevention Act by a vote of 336 "ayes" to 75 "noes."
If you were a member of Congress, would you vote "yes" on a 3,000 page bill that you never had a chance to read? Most reasonable people wouldn't. Most reasonable people would want to read and study legislation before deciding how to vote; especially legislation as monumental as the intelligence reorganization legislation or the so-called 9/11 bill.
And monumental it is. The legislation would greatly affect various intelligence and military agencies and procedures; financial systems; international relations; not to mention civil liberties. In addition, the Congressional Budget Office estimates that the legislation will cost $14.4 billion to implement between 2005 and 2009. That's $14.4 billion on top of the normal annual budgets for the various governmental agencies involved.
Yet this monumental legislation will be voted on by members of Congress without those members having had time to read, let alone study, the bill. It's just after 2:00 p.m. ET on Tuesday, December 7th. The U.S. House is expected to vote on the 9/11 bill sometime today or tomorrow. But at this moment, there isn't a copy of the final bill available for House members to read.
Laten we eens even kijken wat deze nieuwe patriot act inhoudt, vooral in relatie tot de vorige.
SECTION 501 (Expatriation of Terrorists) expands the
Bush administration's enemy combatant definition to
all American citizens who may have violated any
provision of Section 802 of the first Patriot Act.
(Section 802 is the new definition of domestic
terrorism, and the definition is any action that
endangers human life that is a violation of any
Federal or State law. ) Section 501 of the second
Patriot Act directly connects to Section 125 of the
same act. The Justice Department boldly claims that
the incredibly broad Section 802 of the First USA
Patriot Act isn?t broad enough and that a new,
unlimited definition of terrorism is needed.
SECTION 106 is bone-chilling in its
straightforwardness. It states that broad general
warrants by the secret FSIA court (a panel of secret
judges set up in a star chamber system that convenes
in an undisclosed location) granted under the first
Patriot Act are not good enough. It states that
government agents must be given immunity for carrying
out searches with no prior court approval. This
section throws out the entire Fourth Amendment against
unreasonable searches and seizures.
SECTION 202 allows corporations to keep secret their
activities with toxic biological, chemical or
radiological materials.
SECTION 411 expands crimes that are punishable by
death. Again, they point to Section 802 of the first
Patriot Act and state that any terrorist act or
support of terrorist act can result in the death
penalty.

Ongelooflijk. Met de nieuwe patriot act kan elke burger als terrorist gezien worden, want een terrorist is nu ook: American citizens who may have violated anyprovision of Section 802 of the first Patriot Act.) En sectie 802 is: any action that endangers human life that is a violation of any Federal or State law.
Samen met sectie 411 betekent dit letterlijk dat als je een misdaad pleegt of je tegen het regime uitspreekt (bedreiging nationale veiligheid), dat je van straat geplukt kan worden en berecht worden door geheime rechters tot de doodstraf. Jawel, dit is het nieuwe America. Get used to it zegt Bush. Hij zegt dat men in deze nieuwe tijden steeds aan security gaan moeten doen. Meer controle voor de staat ja.
Dit is gewoonweg nog een stap naar de politiestaat. Het is toch duidelijk, als je ziet hoe breed de definitie van terrorist is, dat ze niet de terroristen in het vizier hebben maar de burger.
