tsunami, but most locals say it was France. During the city's nearly
three centuries as a French colony, French engineers built and
maintained a massive, stone sea wall that kept Pondicherry's historic
center dry even though the tsunami drove water 24 feet above the
high-tide mark.
France, which completed the 1.25-mile long barrier to stop erosion in
1735, ruled Pondicherry until 1956, seven years after Britain gave the
rest of India independence.
