- It is easier to get a new production line working close to home.
- It is easier to duplicate a working production line than to figure out how to build it in the first place.

Whatever "hell" Tesla experienced getting the Model 3 production line working, it would have been far worse if the company had attempted to build that production line in China.

Testexemplaren kunnen dan reeds gereden worden in USA.

De Model Y-fabriek in Shanghai zal wat langer duren: (maar met Chinezen weet men nooit), met flyover video van de plaats. De ondoorzichtige omheining voor de pottekijkers is ondertussen af.

Earlier this month, Deputy Secretary of the Municipal Party Committee and Mayor of Shanghai Ying Yong stated that Tesla “basically completed land leveling and is about to start construction” at Gigafactory 3. The project is “expected to be partially put into operation in the second half of next year.”

Now a new drone flyover of the factory site shows that Tesla indeed made some progress leveling the large piece of land and it started construction work:
