Standaard Portret van een jacobijnse revolutionair? Mu'ammar al-Qadhafi

Wie was Mu'ammar al-Qadhafi eigenlijk?

Lees het hier.

Citaat:
His dream was to unite all Arab lands and create a system of "government by the masses."
Citaat:
On September 1, 1969, when King Idris was out of the country for health reasons, Qadhafi put his plan into effect. He and his young officers easily took over government and military offices and proclaimed Libya an Arab republic. Qadhafi became president of the Revolutionary Command Council (RCC).
Citaat:
Qadhafi announced the People's Revolution in a speech in April 1973. He claimed that he wanted to involve the people as much as possible in the exercising of political power by creating "elected people's committees." On March 2, 1977, the Socialist People's Libyan Arab Jamahiriyya (a term meaning "government by the masses") was proclaimed. Qadhafi called for the creation of "revolutionary committees" that did not have clearly defined powers but were called upon to "defend the Revolution."
Citaat:
The publication of the three-part Green Book attempted to explain his ideas. It criticized representative democracies (the systems of government in which people elect representatives to make laws) as being dishonest. The book also claimed that political problems could be solved only by the direct participation of the masses in government, as laid down in the Jamahiriyya. Qadhafi also intended to create a business structure under which workers would become "partners, not employees." The Green Book also placed great emphasis on the role of the family. Himself married and the father of three children, Qadhafi lived simply, rejecting all luxuries and vices.

Jamahirya = "state of the masses"
The Libyan government states that Libya is a direct democracy without any political parties, governed by its populace through local popular councils and communes (named Basic People's Congresses). Official rhetoric disdains the idea of a nation state, tribal bonds remaining primary even within the ranks of the military.

How was Libya doing under the rule of Gaddafi?

How bad did the people have it?

Were they oppressed as we now commonly accept as fact?

Let us look at the facts for a moment.

Before the chaos erupted, Libya had a lower incarceration rate than the Czech republic. It ranked 61st. Libya had the lowest infant mortality rate of all of Africa. Libya had the highest life expectancy of all of Africa. Less than 5% of the population was undernourished. In response to the rising food prices around the world, the government of Libya abolished ALL taxes on food.

People in Libya were rich.

Libya had the highest gross domestic product (GDP) at purchasing power parity (PPP) per capita of all of Africa. The government took care to ensure that everyone in the country shared in the wealth. Libya had the highest Human Development Index of any country on the continent. The wealth was distributed equally. In Libya, a lower percentage of people lived below the poverty line than in the Netherlands.

How does Libya get so rich?

The answer is oil. The country has a lot of oil, and does not allow foreign corporations to steal the resources while the population starves, unlike countries like Nigeria, a country that is basically run by Shell.

Citaat:
Sunday: 30 January, 2000: Libyan leader Mu'ammar al-Qadhafi on Friday rejected a draft budget for 2000 and ordered the government to revise it. Qadhafi was shown on television at the opening session of the annual Libyan General People's Congress. He was shown throwing down the budget document and saying: "You must change the budget in full." The television, monitored in Tunis, gave no figures for the 2000 budget. Qadhafi said oil receipts should not be used for the state's ordinary expenses or for the import of non-productive goods. "You must do a new budget," Qadhafi told the gathering of some 400 delegates. The Congress met again in the afternoon and decided to disband and go back to the grass roots congresses to seek advice in the light of Qadhafi's orders. No date for a new session was set. [Reuters]

One will re-examine the idea of direct democracy to re-appear with the destruction of feudality. In 1793, the French revolution arrives at its paroxysm. A fraction which is at the time the most progressist, the Jacobins, arrive at power with Robespierre. Robespierre, in particular in the first Commune of Paris in 1792-1793, founds and speaks about direct democracy. Robespierre contrary with all the remainder of the process of the French revolution in 1789 refuses the principle of the parliamentary delegation. The experience is very quickly fallen through since Robespierre underwent a coup d'etat and was executed.

At the time, there is a fraction even more radical: the babouvists. They are the followers of Grachus Babeuf, whom Marx or Lenin regarded as the first Communists. They want the integral direct democracy according to a mode which reminds enough that of the Libyan Jamahirya. It is known that for Moammar Kadhafi, 1793 is the great reference. When French president Jacques Chirac went to Libya the previous year, Tripoli was covered with posters doing the parallel between the French revolution and the Libyan revolution and Kadhafi said “our revolution is the following stage, the result of yours”.

Uganda seizes Libya shares in utl (uganda telecom)
29 mrt 2011
THE Government has seized control of Libya’s majority stake in uganda telecom (utl) with immediate effect. Aggrey Awori, the Information, Communication and Technology (ICT) minister, said the Government was exercising its oversight role and also complying with UN sanctions against Libyan assets. “We have to monitor all the transactions in conformity with the rules and now they cannot make certain decisions without our knowledge,” said Awori. The Libyan government owns 69% of utl under its investment arm, Libya Africa Investment Portfolio. utl has become the second entity in which Libya has a direct stake to fall under government control. Bank of Uganda last week relieved the Libyan Foreign Bank of its shareholding in Tropical Bank. The Libyan Foreign Bank owned 99.7% of Tropical Bank’s portfolio. (...)

Senussi was concerned with both the decline of Islamic thought and spirituality and the weakening of Muslim political integrity. He was influenced by the Salafi movement, to which he added teachings from various Sufi orders. From 1902 to 1913 the Senussi fought French expansion in the Sahara, and the Italian colonisation of Libya beginning in 1911. The Grand Senussi's grandson became King Idris I of Libya in 1951. In 1969, King Idris I was overthrown by a military coup led by Colonel Muammar al-Gaddafi. A third of the population in Libya continue to be affiliated with the Senussi movement.
