EUOBSERVER / BRUSSELS - French President Nicolas Sarkozy has warned all Arab rulers that they risk Libya-type intervention if they cross a certain line of violence against their own people.

The president told press at an EU summit in Brussels on Thursday (24 March) that UN Security Council resolution 1973 authorising air strikes on Libya has created a legal and political precedent on the "responsibility to protect."

Referring to deadly violence in Syria, he explained: "Every ruler should understand, and especially every Arab ruler should understand that the reaction of the international community and of Europe will from this moment on each time be the same: we will be on the side of peaceful protesters who must not be repressed with violence."

Sarkozy indicated that he is ready to tolerate a certain level of violence, but that any country which orders its army to open fire on crowds will cross a red line.

"In any democracy there can be demonstrations which can turn violent. But no democracy can accept that the army shoots live ammunition at protesters. This is the position of France and it does not change no matter what the country concerned."

He drew a difference between Egypt, Tunisia and even Yemen, where dozens have been killed but where the armed forces have begun to defect, versus Libya, where Colonel Gaddafi's tanks and planes have waged open war on rebels.

Ik denk dat de Arabische lente wel degelijk een invloed zal hebben op het hele Afrikaanse continent.
En er zijn er al die nattigheid voelen. President Museveni van Uganda schrijft zelfs een opiniestuk over Kadhafi en de slechte keuze over westerse interventie in FP:

Senator Lieberman wil ook een no-fly-zone in Syrië als er daar Libische toestanden ontstaan.

Sen. Joe Lieberman suggested Sunday he would support military intervention in Syria if its president resorts to the kind of violent tactics used by Libya's Muammar al-Qaddafi.

Dozens reportedly have been killed in protests against Syrian President Bashar al-Assad's government, raising questions about whether the international community would get involved.

Lieberman, chairman of the Senate Homeland Security Committee, told "Fox News Sunday" that if Assad starts slaughtering his own people, he will risk other countries imposing a no-fly zone "just as we're doing in Libya." He urged Assad to, instead, negotiate with the "freedom fighters" in his country.

"There's a precedent now that the world community has set in Libya, and it's the right one," Lieberman said.

The current dangerous situation in Libya has become a serious test for the international community's resolve and credibility, especially in the context of a changing Arab world. In particular, it is a test of the ability of a much heralded multipolar new world order, which includes the United States and Europe and the newly emerging actors, China, Brazil and India. The challenge now is how to respond to a situation where the UN believes there are occurring gross violations of international humanitarian and human rights law, including "crimes against humanity."

It is a test that the international community has to pass. Failure would shake further the faith of the people's region in the emerging international order and the primacy of international law. Success would demonstrably draw a line in the sand to deter other Arab autocrats who resort to attacking their people rather than dialogue and genuine reforms.

Natuurlijk wil lieberman, al vele jaren het gezicht bij uitstek van de pro israel lobby, het einde van Assad. Als je de Ameikaanse en franse pers echter goed leest, zie je dat ze helemaal niet zo blij zijn met de revoluties in Bahrein en Yemen, 2 uitgesproken pro westerse regimes. Daar worden burgers bij de vleet vermoord, maar geen enkele prominente Fransman of Amerikaan, en zeker al geen jood, spreekt zich uit voor interventie in die landen.
Hypocrisie en dubbele standaard dus, en dus waardeloos in de ogen van de Arabische massa's op de straat.
In tegendeel zelfs, ik denk dat zulke oproepen goed zijn voor het Syrische bewind, net als westerse steun voor de oppositie in Iran in het voordeel van het regime werkte. Iedereen in de Arabische wereld kent lieberman alsiema
