The Omaha Public Power District declared it a level 4 emergency.

OMAHA, Neb. -- A small fire briefly knocked out the cooling system for used fuel at a nuclear power plant in Nebraska, but temperatures never exceeded safe levels and power was quickly restored, federal officials said Wednesday.

The electrical system running the pumps that cool spent fuel in a pool of water was disrupted by a suspected electrical fire Tuesday, though one pump was restored shortly after the incident and another was running Wednesday, utility officials said.

WASHINGTON—A nuclear power plant north of Omaha, Neb., on Tuesday briefly lost the ability to cool a pool of used nuclear fuel after a fire at the site, the U.S. Nuclear Regulatory Commission said.

The NRC said the plant recovered cooling ability without activating backup systems and "temperatures in the pool remained at safe levels." The public was not in danger because the plant has been shut down since early April for a refueling outage, the agency said

-Operations identified a potential flooding issue in the Intake Structure 1007 ft. 6 in. level. The area of concern is a the hole in the floor at the 1007 ft. 6 in. level where the relief valve from FP-1A discharge pipe goes through the raw pump bay and discharges into the intake cell. There is one penetration of concern. Flooding through this penetration could have impacted the ability of the station’s Raw Water (RW) pumps to perform their design accident mitigation functions.

-As a result of a Nuclear Regulatory Commission (NRC) inspection conducted from January 1 to June 21, 2010, the NRC determined that Fort Calhoun Station (FCS) did not have adequate procedures to protect the intake structure and auxiliary building against external flooding events. [...]

During identification and evaluation of flood barriers (condition report (CR) 2010-2387), in response to NRC findings previously noted, unsealed through wall penetrations in the intake structure were identified that are below the licensing basis flood elevation. These penetrations were installed during the installation of upgrades to the plant fire protection system. As a result of the penetrations not being sealed, the intake structure was vulnerable to water inflow during an extreme flooding event. This inflow had the potential to affect the operability of both trains of safety related raw water pumps (ultimate heat sink).

On February 4, 2011, an eight (8) hour report was made under 10 CFR 50.72 (b)(3)(v)(D) to the NRC Headquarters Operation Office (HOO) at 1717 CST (Event Number (EN) 46594). The report should have been made on September 9, 2009. [...]

SAFETY SIGNIFICANCE

The Fort Calhoun Station is required to be protected from flooding within the station’s licensing basis. The safety related equipment required to mitigate the consequences of an accident were affected by these findings. The openings could have jeopardized the ability of the safety related equipment to perform their design basis function during an accident. [...]

Therefore, this external flooding concern has substantial importance to safety as indicated by the Yellow Finding issued for this event.

Dominion Says Crack Found at North Anna Containment Building

Dominion Resources Inc. found a small crack on a wall with “no safety significance” in a room of a containment building at the North Anna nuclear plant after an Aug. 23 earthquake in Virginia, a company official said.

The fissure was a “superficial crack in a wall that serves no safety significance,” Dominion spokesman Richard Zuercher said today in an interview.

The 5.8-magnitude earthquake may have caused ground motion that surpassed the power plant’s design, the U.S. Nuclear Regulatory Commission said Aug. 29. The facility’s two reactors, located about 11 miles (18 kilometers) from the epicenter, are shut until the company and NRC complete their analysis of data from the facility following the temblor.

Dominion, based in Richmond, Virginia, expects the seismic study to be complete by the end of next week, Dan Stoddard, the company’s senior vice president for nuclear operations, told reporters today before conducting a tour of the facility.

Inspections so far have found “no significant damage,” according to Stoddard.

Dominion won’t restart the reactors “until we have completed the inspections and testing and we are highly confident that these units can operate safely and reliably,” he said.
