MEPs in Strasbourg have voted on a non-legislative resolution which calls for the EU to “respond to information warfare by Russia.” RT and Sputnik news agency have been named among the most dangerous "tools of Russian propaganda."

In the Wednesday vote, 304 MEPs supported the resolution based on the report ‘EU strategic communication to counteract propaganda against it by third parties’, with 179 voting against it and 208 abstaining.

Written by a Polish member of the European Conservatives and Reformists (ECR) group, Anna Fotyga, the report alleged that Moscow aims to "incite fear and divide Europe," and called for the establishment of measures to tackle the perceived Russian propaganda threat.

The report suggests that Moscow provides financial support to opposition parties and organizations in EU member states, causing disintegration within the bloc.

At the same time, Russia is accused of "information warfare," with such entities as RT TV channel, Sputnik news agency, Rossotrudnichestvo federal agency and the Russkiy Mir (Russian World) fund alleged to be among its most threatening propaganda "tools."

The document also places Russian media organizations alongside terrorist groups such as Islamic State (IS, formerly ISIS/ISIL).

Sputnik has already appealed to the UN, the Organization for Security and Co-operation in Europe (OSCE) and a number of international journalists' organizations and NGOs, including Reporters Without Borders, to take measures to stop what it considers to be interference into freedom of speech in the EU.

"The resolution hits straight at a number of respected media, including Sputnik agency, and has an aim to stop their activity in the EU. Moreover, the resolution bluntly contradicts the EU's own human rights and freedom of press norms," reads the letter signed by Sputnik Editor-in-Chief Margarita Simonyan.

Merkel Declares War On "Fake News" As Europe Brands Russia's RT, Sputnik "Dangerous Propaganda"

Speaking in parliament for the first time since her announcement Sunday that she would seek re-election next year, Merkel cautioned that public opinion was being "manipulated" on the internet.

"Something has changed -- as globalisation has marched on, (political) debate is taking place in a completely new media environment. Opinions aren't formed the way they were 25 years ago," she said.

Quoted by France 24, she said that "Today we have fake sites, bots, trolls -- things that regenerate themselves, reinforcing opinions with certain algorithms and we have to learn to deal with them." The chancellor said the challenge for democrats was to "reach and inspire people. However, should that fail, Merkel essentially suggested the time for censorship has come: "we must confront this phenomenon and if necessary, regulate it."

She said she supported initiatives by her right-left coalition government to crack down on "hate speech" on social media in the face of what she said were "concerns about the stability of our familiar order".

She warned that "Populism and political extremes are growing in Western democracies."

Merkel's warning comes a week after Google and Facebook (which overnight was revealed to have a "tool" ready to implement regional censorship) moved to cut off ad revenue to bogus news sites after a US election campaign in which the global misinformation industry may have influenced the outcome of the vote.

Shortly after the vote Vladimir Putin slammed the EU parliament resolution against Russian media. He said that Europe is trying to "teach" Russia democracy. Putin added that the EU Parliament's resolution demonstrates "political degradation" in regard to the "idea of democracy" in the West. He also pointed out that while "everyone tries to lecture" Russia on democracy, European lawmakers themselves resort to a policy of restrictions, "which is not the best way" to deal with any issues.

"More recently — and these attempts are still ongoing — they [European officials] tried to 'teach us' democracy, and we have always heard from these 'teachers' that the most vicious way to do business with opponents is to ban something and that it is not consistent with the principles and norms of democracy. Open discussion is always the best way," Putin said.

Adding that he hopes the Western move to "counter Russian propaganda" won't lead to serious restrictions, the president congratulated RT and Sputnik journalists on their work.

He concluded that the EU parliament resolution is an "evident sign of degradation of the Western society's vision of democracy," Putin said. It is curious how many "western society" citizens agree with him.

THE European Parliament on Wednesday urged the EU to fight back against “hostile propaganda” by the Kremlin, prompting a swift rebuke from Russian President Vladimir Putin.

EU lawmakers approved a motion condemning outlets like television channel RT (previously Russia Today) and the news agency Sputnik for disseminating “absolutely fake” news, while accusing the Kremlin of backing anti-EU parties.

They urged the European Union to boost its “tiny” nine-strong strategic communication force set up to counter disinformation when tensions grew with Russia amid the conflict in Ukraine.

De Europese Unie moet meer doen tegen de toegenomen propaganda van Rusland en terroristische organisaties als ISIS. Het Europees Parlement riep woensdag op tot versterking van het negen man sterke EU-team dat “desinformatieaanvallen” probeert te pareren.

De propaganda zaait angst en twijfel en verdeelt de EU, aldus het parlement. Om het publiek weerbaarder te maken zouden bewustwordingscampagnes, onderwijs en media moeten worden ingezet.

“Steeds meer landen hebben door dat Rusland zich sinds de agressie in Oekraïne schuldig maakt aan het verspreiden van valse informatie en propaganda via denktanks, tv-zenders als Russia Today en sociale media”, aldus de Poolse parlementsrapporteur Anna Fotyga. Het Kremlin financiert volgens haar ook Europese populistische en extreem-rechtse politieke partijen die anti-EU zijn.

Het Russische ministerie van Buitenlandse Zaken wees de aantijgingen af en sprak in Russische media van “discriminatie”. Het parlement zou bang zijn voor het “effectieve” werk van de Russische pers.

REINVEST IN EUROPEAN VALUES AND
DEMOCRATIC INSTITUTIONS:


The Kremlin’s operations in Europe thrive in the
shadows and at times of discord. By investing in
anti-EU political parties, leaders, and civic groups,
the Russian leadership seeks to turn plurality
of opinion—a virtue of open societies—into a
vulnerability. While the initial response may be
to limit freedom of expression, as some countries
in Central and Eastern Europe have begun to do,
European leaders must not sacrifice Western values
as part of the battle against Russian influence. Nor
should they seek to beat the Kremlin at its own
game. Rather, a Western response to Russian
influence should seek to harness the strengths
of liberal democracies: civil society, independent
media, and increased transparency.

The EU and national governments should
encourage and fund investigative civil society
groups and media that will work to shed light
on Russia’s dark networks.

EU member states should consider establishing
counter-influence taskforces, whose function
would be to examine any financial and political
links between the Kremlin and domestic
business and political groups.

The European Commission should establish
and allocate funds to a new independent
agency, akin to the European Endowment for
Democracy, which would fund watchdog civil
society groups.

Non-transparency in Western financial systems
allows the Kremlin elite to store and protect their
embezzled funds in European banks. The funds
are then accessible to these operatives for use
funding political campaigns or NGOs. There should
be far more scrutiny on Western banks that allow
kleptocrats to manipulate European institutions in
order to hide their assets and meddle in European
society.

National governments and the EU should
empower their financial regulators to impose
penalties on banks that willingly act as
money launderers. Shining a light on financial
networks will go a long way in disrupting
political alliances between the Kremlin and
Europe’s businesses.

Financial operations are global, therefore,
exposing them requires a coordinated
response. Financial intelligence sharing
between the EU and the United States should
be encouraged.

Non-governmental organizations with
operations in Western European countries
should be required to publically report their
funding sources; likewise, publically funded
political groups, first and foremost political
parties, should be required to report their
sources of funding for campaigns.

Once they succeeded in ending democracy and turning Germany into a one-party dictatorship, the Nazis orchestrated a massive propaganda campaign to win the loyalty and cooperation of Germans. The Nazi Propaganda Ministry, directed by Dr. Joseph Goebbels, took control of all forms of communication in Germany: newspapers, magazines, books, public meetings, and rallies, art, music, movies, and radio. Viewpoints in any way threatening to Nazi beliefs or to the regime were censored or eliminated from all media.

During the spring of 1933, Nazi student organizations, professors, and librarians made up long lists of books they thought should not be read by Germans. Then, on the night of May 10, 1933, Nazis raided libraries and bookstores across Germany. They marched by torchlight in nighttime parades, sang chants, and threw books into huge bonfires. On that night more than 25,000 books were burned. Some were works of Jewish writers, including Albert Einstein and Sigmund Freud. Most of the books were by non-Jewish writers, including such famous Americans as Jack London, Ernest Hemingway, and Sinclair Lewis, whose ideas the Nazis viewed as different from their own and therefore not to be read.

In Berlin, Joseph Goebbels, one of Adolf Hitler’s top deputies, and Storm Troopers (SA) disrupt the premiere of "All Quiet on the Western Front," a film based on the novel of the same title by Erich Maria Remarque. Nazi protestors throw smoke bombs and sneezing powder to halt the film. Members of the audience who protest the disruption are beaten. The novel had always been unpopular with the Nazis, who believed that its depiction of the cruelty and absurdity of war was "un-German." Ultimately, the film will be banned.

Joseph Goebbels, one of Adolf Hitler's most trusted associates, is appointed to head the Reich Ministry for Popular Enlightenment and Propaganda. This agency controls the writing and broadcast of all media (newspapers, radio programs, and movies) as well as public entertainment and cultural programs (theater, art, and music). Goebbels integrates Nazi racism and ideas into the media.
