I write to inform you that the panel of five judges of the Grand Chamber
decided on 15 February 2006 not to accept your request that the
above-mentioned case be referred to the Grand Chamber.

Pursuant to Article 44 § 2 of the Convention, the judgment of 25 October
2005 therefore became final on 15 February 2006. It is available on the
Court's Internet site (http://www.echr.coe.int) (Article 44 § 3 of the
Convention and Rule 78 of the Rules of Court).

I would draw your attention to the fact that the Committee of Ministers is
responsible for the execution of final judgments (Article 46 § 2 of the
Convention). Questions regarding execution should be addressed to the
Department for the Execution of Judgments, Directorate General II (Human
Rights) of the Council of Europe
(http://www.coe.int/T/E/Human_Rights/execution).

The Court has made an award of just satisfaction under Article 41 of the
Convention. To enable the sum awarded to be paid to you, you are requested
to forward your bank account details directly to the Government Agent

the Federal Republic of Germany, Bundesministerium der Justiz, Mohrenstr.
