Robert Kagan is the son of Donald Kagan, Sterling Professor of Classics and History at Yale University and a specialist in the history of the Peloponnesian War. His brother, Frederick, is a military historian and author. All three are signatories to the Project for the New American Century manifesto titled Rebuilding America's Defenses (2000).

The Project for the New American Century (PNAC) was an American think tank based in Washington, D.C. established in 1997 as a non-profit educational organization founded by William Kristol and Robert Kagan. The PNAC's stated goal is "to promote American global leadership."[1] Fundamental to the PNAC were the view that "American leadership is good both for America and for the world" and support for "a Reaganite policy of military strength and moral clarity."[2][3] With its members in numerous key administrative positions, the PNAC exerted influence on high-level U.S. government officials in the administration of U.S. President George W. Bush and affected the Bush Administration's development of military and foreign policies, especially involving national security and the Iraq War.

When the project started, it was not intended to go forever. That is why we are shutting it down. We would have had to spend too much time raising money for it and it has already done its job. We felt at the time that there were flaws in American foreign policy, that it was neo-isolationist. We tried to resurrect a Reaganite policy. Our view has been adopted. Even during the Clinton administration we had an effect, with Madeleine Albright [then secretary of state] saying that the United States was 'the indispensable nation'. But our ideas have not necessarily dominated. We did not have anyone sitting on Bush's shoulder. So the work now is to see how they are implemented.

What our tired country still owes the world

Almost 70 years ago, a new world order was born from the rubble of World War II, built by and around the power of the United States. Today that world order shows signs of cracking, and perhaps even collapsing. The Russia-Ukraine and Syria crises, and the world’s tepid response, the general upheaval in the greater Middle East and North Africa, the growing nationalist and great-power tensions in East Asia, the worldwide advance of autocracy and retreat of democracy—taken individually, these problems are neither unprecedented nor unmanageable. But collectively they are a sign that something is changing, and perhaps more quickly than we may imagine. They may signal a transition into a different world order or into a world disorder of a kind not seen since the 1930s.

Meanwhile, the signs of the global order breaking down are all around us. Russia’s invasion of Ukraine and seizure of Crimea was the first time since World War II that a nation in Europe had engaged in territorial conquest. If Iran manages to acquire a nuclear weapon, it will likely lead other powers in the region to do the same, effectively undoing the nonproliferation regime, which, along with American power, has managed to keep the number of nuclear-armed powers limited over the past half century. Iran, Saudi Arabia, and Russia are engaged in a proxy war in Syria that, in addition to the 150,000 dead and the millions displaced, has further destabilized a region that had already been in upheaval. In East Asia, nervousness about China’s rise, combined with uncertainty about America’s commitment, is exacerbating tensions. In recent years the number of democracies around the world has been steadily declining, while the number of autocracies grows. If these trends continue, in the near future we are likely to see increasing conflict, increasing wars over territory, greater ethnic and sectarian violence, and a shrinking world of democracies.

How will Americans respond? If the test is once again to be “national interests” narrowly construed, then Americans may find all of this tolerable, or at least preferable to doing something to stop it. Could the United States survive if Syria remains under the control of Assad or, more likely, disintegrates into a chaos of territories, some of which will be controlled by jihadi terrorists? Could it survive if Iran acquires a nuclear weapon, and if in turn Saudi Arabia, Turkey, and Egypt acquire nuclear weapons? Or if North Korea launches a war on the South? Could it survive in a world where China dominates much of East Asia, or where China and Japan resume their old conflict? Could it survive in a world where Russia dominates Eastern Europe, including not only Ukraine but the Baltic states and perhaps even Poland? Of course it could. From the point of view of strict “necessity” and narrow national interest, the United States could survive all of this. It could trade with a dominant China and work out a modus vivendi with a restored Russian empire. Those alarmed by such developments will be hard-pressed, as Roosevelt was, to explain how each marginal setback would affect the parochial interests of the average American. As in the past, Americans will be among the last to suffer grievously from a breakdown of world order. And by the time they do feel the effects, it may be very late in the day.

Looking back on the period before World War II, Robert Osgood, the most thoughtful of realist thinkers of the past century, discerned a critical element missing from the strategic analyses of the day. Mere rational calculations of the “national interest,” he argued, proved inadequate. Paradoxically, it was the “idealists,” those who were “most sensitive to the Fascist menace to Western culture and civilization,” who were “among the first to understand the necessity of undertaking revolutionary measures to sustain America’s first line of defense in Europe.” Idealism, he concluded, was “an indispensable spur to reason in leading men to perceive and act upon the real imperatives of power politics.” This was Roosevelt’s message, too, when he asked Americans to defend “not their homes alone, but the tenets of faith and humanity on which their churches, their governments, and their very civilization are founded.”

Perhaps Americans can be inspired in this way again, without the threat of a Hitler or an attack on their homeland. But this time they will not have 20 years to decide. The world will change much more quickly than they imagine. And there is no democratic superpower waiting in the wings to save the world if this democratic superpower falters.

Nu gaan we even over naar de Oekraiense situatie. Deze is wel wat gecompliceerder, omdat de aantallen zo sterk veranderen in de geschiedenis en zelfs in de laatste jaren.

In WOII werd de joodse bevolking gehalveerd en sindsdien ging het aantal alsmaar omlaag - door emigratie naar Israel.

Zo waren er in 1959 officieel nog 840.000 maar dit zakte geleidelijk en vooral in de jaren '80. In 1989 waren er nog minder dan 500.000.

Vanaf de onafhankelijkheid van Rusland ging het nog veel sneller: in 2001 waren er nog maar 100.000 en vandaag zegt de jewish virtual library dat er nog slechts 70.000 joden in Ukraine zouden zijn.

Maar andere bronnen beweren dan weer dat er 300.000 zouden zijn...

Laat ons het voorzichtig op een rond getal van 100.000 houden.

Ukraine als land kent ook een voortdurende demografische krimp, zodat er nu ongeveer 42.000.000 leven (zonder de Krim).

Dat wil dan zeggen dat 0,2% -0,7% van de huidige Ukraiense bevolking joods is.

Belangrijk om de verhoudingen te zien als we straks de 'oligarchen' gaan bestuderen.

While in neighboring Russia, oligarchs like the late Boris Berezovsky spent years working their way into the inner circle of Russian President Boris Yeltsin, Pinchuk, his critics say, was spared the effort—Ukraine’s president sat across from him at the dinner table. As Kuchma was nearing the end of his final term in office in the early 2000s, he put top metallurgical and mining plants up for sale; Pinchuk, who by then was also serving as a member of a party in parliament loyal to Kuchma, took an active part in the tenders.

Vadim Zinov'evich Rabinovich (sometimes spelled Vadym Rabynovich (Ukrainian: Вадим Зіновійович Рабинович; Hebrew: ודים רבינוביץ'‎; born 4 August 1953, Kharkiv, USSR) is a Ukrainian businessman, media mogul, and a philanthropist. He is the president of the Ukrainian Jewish Parliament and Vice President of the European Jewish Union.[1] Rabinovich obtained Israeli citizenship in the early 1990s and has since been residing in Israel.[2] In 2011 he founded the Jewish News One, an international news network.

Rabinovich had a furniture import business, and later exported natural gas from Ukraine. Rabinovich was convicted in Ukraine for a variety of crimes and stripped of Ukrainian citizenship, but left the country and obtained Israeli citizenship. The conviction was later reversed and the Ukrainian citizenship restored. In 1996 Rabinovich was appointed chairman of Israeli-Ukrainian Chamber of Commerce. A naturalized Israeli citizen, Rabinovich maintains homes in Ukraine and Israel.[4] Rabinovich had his visa to the United States revoked in 1995 reportedly due to his links with criminal arm dealers.[2]

In 1997 Rabinovich created (and lead) the All-Ukrainian Jewish Congress in 1997.[2] He dissolved that organization in April 1999 to create a new one named the United Jewish Community of Ukraine, which promptly elected him its leader.[2]

From 2007-2013, Rabinovich was president of FC Arsenal Kyiv, a professional football club in Kiev, the capital of Ukraine. The club filed for bankruptcy in October 2013.
Rabinovich is also well known for his philanthropic activities. He donated a golden menorah that now overlooks the Western Wall Plaza. He also donated over 10 mil NIS towards restoration of the Hurva Synagogue.[5][6] Many Jewish leaders believe he is trying to buy positive publicity to make up for the negative publicity that his financial and political activities have drawn.[2]
Rabinovich donated funds that helped finance the reconstruction of the old city Hurva Synagogue, which stands in case in the square that was named after him. The reason the square was named after him was because people thought he was dead, and the square was named "Vadim Rabinovich Z"L" (meaning "may his/ her memory be a blessing" in Hebrew) Councilwoman Rachel Azaria made a petitioned[7] Supreme Court of Israel to rescind the naming of the square saying it was under pretense. The high court accepted the petition made by Azaria and revoked the naming of the square after him. By law it is forbidden to name streets and public venues in Jerusalem after living people,[8] and by law it is forbidden to name streets and public venues in the old city of Jerusalem after people that were born after the 15th century.
On 4 March 2013, there was an explosion in Kiev near the office of Rabinovich where his channel Jewish News One was located. It injured nobody but was believed to be a murder attempt; Rabinovich himself suspected All-Ukrainian Union "Svoboda" of the attack but they denied any involvement.[9]

Three of Ukraine’s four billionaires are Jewish, according to the Ukrainian Korrespondent magazine’s annual list.
Igor Kolomoysky, 47, a co-owner of the Privat business group and president of the United Jewish Community of Ukraine, leads the Jewish billionaires on the list with $2.3 billion, down from $6.6 billion in 2008.
Victor Pinchuk, 48, is next at $2.2 billion, down from $8.8 billion, followed by Gennady Bogolyubov, 47, with $1.7 billion, down from $6.2 billion.
Heading the list is Rinat Akhmetov, who owns FC Shahtar Donetzk, with $9.6 billion — a more than threefold drop from $31.1 billion in 2008.
Eduard Dolinsky, executive director of the Ukrainian Jewish Committee, said the large number of Jews on the Korrespondent list creates a mixture of pride and anxiety within the country’s Jewish community. He said it could strengthen anti-Semitic stereotypes during financial crises in Ukraine, where Jews comprise approximately one half of 1 percent of the population of 46 million.

Het is helemaal geen kwestie van 'lang genoeg krabben'. Eens je je wat tracht te verdiepen in het Ukraiens moeras waarin de EU zich begeven heeft, wordt je als het ware 'gebombardeerd' door joodse hoofdrolspelers, zowel binnen als buiten Ukraine. Dan is het niet meer dan normaal dat er mensen zijn die zich vragen beginnen te stellen en willen uitvinden hoe de vork in de steel zit.
