I’ve been purposely ignoring this ugly pronouncement related to “Planet Under Pressure“, because well, it was just so beyond ugly and it brought up visions of the Soviet politburo defining political opposition as a mental illness. As Andrew Bolt put it, Something is sick, and it’s not the sceptics.

But now there’s been a cover up, and I have the goods.

Apparently, the maelstrom of embarrassment and public ridicule created by Kari Marie Norgaard, professor of sociology and environmental studies at the University of Oregon was too much for the University to bear. So, in the best Soviet style, they rewrote history, as if nobody would notice, without so much as an apology or update. I find it amazing in this day an age that University types still don’t understand the Internet and that disappearing things like this only makes it worse for you.

As the Watts Up With That blog documents, the University of Oregon has attempted to re-write history Soviet-style by amending the controversial terms used in Norgaard’s paper without so much as an editor’s note.

OVERVIEW
In June 2012, 20 years following the original Earth Summit in Rio de Janeiro, Brazil, the UN will
host the Rio+20 conference on sustainable development. This conference will be the fourth of
its kind organized by the UN and is preceded by the UN Conference on the Human Environment
in Stockholm in 1972, the 1992 Rio Earth Summit, and the 2002 Rio+10 conference in
Johannesburg. In the lead up to the 2012 conference, while some groups have expressed
scepticism that the conference will not amount to much, if any, advancement on the global path
to sustainability, other groups are optimistic that the conference will be a watershed event to a
similar degree as its predecessor 20 years ago.
The Rio Summit in 1992 was well attended by Heads of State and other high-ranking
government officials from 178 countries, and involved some 20,000 to 30,000 individual
participants (including NGOs and media). It was at this conference where the notion of
“sustainable development” was for the first time developed and discussed. Perhaps the most
significant product of the conference was the landmark Agenda 21, a global plan of action for
sustainable development. Legally-binding conventions on biodiversity (Convention on Biological
Diversity) and climate change (Framework Convention on Climate Change (UNFCCC)) were
also signed. Parallel to the UN conference, hundreds of NGOs from around the world organized
and participated in the Global Forum, signing their own set of alternative treaties.
The main purpose of the Rio+10 conference in Johannesburg was to develop and agree on an
implementation plan for Agenda 21. The conference resulted in the Johannesburg Plan of
Implementation, however, 2002 was largely considered to be a disappointment, especially
among the NGO community. The U.S., under George W. Bush, boycotted Johannesburg.
The Rio+20 conference will be held from June 4 to 6, 2012, once again in Rio de Janeiro.
Planning for the event will take place over three preparatory meetings hosted by the UN. The
second such PrepCom was completed in early March 2011 in New York City and the final
PrepCom will take place in Rio just prior to the Rio+20 conference itself. Input will once again
be requested from nine groups identified by the UN in 1992 (its “Major Groups” of stakeholders):
business and industry, children and youth, farmers, indigenous peoples, local authorities,
NGOs, science and tech, women, and workers and trade unions.
SIGNIFICANCE AND OPPORTUNITY
According to Sha Zukang, the Secretary-General of the Rio 2012 Conference, “Rio 2012 is
humanity’s chance to commit to a transition to a green economy and to lift people out of poverty.
We cannot wait for another 20 years. The time to commit is at Rio 2012.”

UN Secretary-General Ban Ki-moon echoes this urgent need for action on sustainable
development and has described the past century’s consumption pattern as “a global suicide
pact.” “We mined our way to growth. We burned our way to prosperity. We believed in
consumption without consequences. Those days are gone. In the 21st Century, supplies are running short and the global thermostat is running high.”
UN executives are not the only ones with high hopes for Rio+20. Many believe that the timing is
now right for recreating the spirit of the original Earth Summit, giving sustainable development
the level of attention that it deserves, and for obtaining strong commitments for concrete actions
from member states and other stakeholders.
OFFICIAL CONFERENCE OBJECTIVES
The official objectives of the 2012 summit were set by the UN General Assembly. They include:
1) Securing renewed political commitment to sustainable development;
2) Assessing progress towards internationally agreed goals on sustainable development;
3) Addressing new and emerging challenges relating to sustainable development.
These objectives reflect an acknowledgement that progress towards sustainability since 1992
has been slow. Delegations to the first Preparatory Committee meeting (PrepCom 1) for Rio
agreed that states and stakeholders need to do more and need to engage in more concrete
actions to achieve sustainable development. A report by Secretary-General Ban Ki-moon
describes how progress on the three pillars of sustainability (economic, social, and
environmental) has, at best, been uneven, with the environmental pillar showing slowest
progress.
Related to the third objective, addressing new and emerging challenges, a number of urgent
challenges were already identified at PrepCom 1 and are likely to be part of Rio+20 discussions:
Achievement of MDGs
Biodiversity and ecosystem loss
Climate security
Desertification
Energy crisis
Financial crisis
Food crisis
Globalization
Health security
Increased resilience at the national and global level
Migration
Natural disasters, preparedness, and recovery
Water scarcity

OFFICIAL CONFERENCE THEMES
In addition to the conference objectives, Rio+20 will also focus on two specific themes:
1) Developing a green economy in the context of poverty eradication and sustainable
development, and
2) Establishing an institutional framework for sustainable development.
The first theme builds on United Nations Environment Programme (UNEP) initiatives to
encourage governments to develop policies on, and direct investment towards, fostering “green”
technologies and practices. Under this theme, the UN expects to cover topics such as removing
subsidies for activities which are environmentally damaging; imposing “eco-taxes” on activities
such as pollution; encouraging government investment in sustainable infrastructure; and
adopting “green” government procurement policies, among other topics.
The second theme refers to the issue of global governance on sustainability and which global
institutions will be responsible for developing, implementing, and monitoring sustainable
development policies going forward. Currently left largely to UNEP and the UN’s Commission
on Sustainable Development, there is a desire by many to strengthen the authority of these
institutions and/or create a new World Environment Organization (WEO).
AGENDA
The official agenda for Rio+20 is being set through the three PrepCom meetings preceding the
Summit. Agenda topics will relate to the conference objectives and themes described above,
with the goal of producing a focused political document.
Some have expressed a hope that Rio+20 will lead to the signing of the next international
protocol to restrict greenhouse gas (GHG) emissions. An international protocol to foster the
green economy is another possible conference output. Additional discussion topics may include
global financing and the architecture of financing, and training and skills development,
particularly for youth, related to the green economy.
While the agenda for Rio+20 may not yet be established, in the lead up to 2012, a variety of
ideas have been raised for discussion. These suggestions hint at potential outcomes for Rio,
should they make it on the agenda and win approval at the conference. A few such ideas are
listed below:

Establishing a World Environment Organization (WEO);
Expanding the mandate of the UN Security Council to include environmental issues and
security issues related to the environment;
Establishing an International Court for the Environment (ICE) to settle disputes related to
the environment and international environmental law;

Creating personal carbon quotas, essentially making carbon a new form of currency for
individuals;
Creating a “Robin Hood tax” that would be applied anytime one currency is converted
into another;
Applying special customs duties to goods exported from countries with low
environmental standards;
Securing commitments from governments to try to stabilize global population.
POSITIONS OF MAJOR GOVERNMENTS
EU
The European Commission has fully endorsed the “green economy” theme and feels that it ties
in well with the EU growth strategy, “Europe 2020.” According to EU representatives,
developing a global vision on a green economy, “will be absolutely necessary, not only to meet
global challenges, but also to achieve the EU's own policy aims.”
At Rio+20, EU executives will be looking for an international framework to accelerate investment
in the green economy, as a top priority. They would like to see obligatory targets for member
states for 2020, or at a minimum, voluntary national targets on green investment.
[B]The EU is also in agreement with the need to improve the coherence and efficiency of global governance of sustainable development. French President Nicolas Sarkozy has been a vocal
supporter of the creation of a World Environment Organization (WEO) as a solution to the
governance issue.[/b] The International Affairs Director at the EU’s Environment Department has said though that “the EU proposal is not about adding a new institution on top of what exists, but about transforming UNEP into a stronger body still based in Nairobi.”
The EU has planned public consultations in the lead up to Rio+20.
United States
The U.S. hopes to see “demand-driven, market-led” solutions discussed and adopted at Rio+20.
Such solutions could include better educating consumers and providing consumers with
adequate information to encourage demand for “green” products.
The U.S. also seeks greater international cooperation to share best practices in sustainable
development: “Additional outcomes might be support for open source life-cycle inventory / life-
cycle assessment platforms and sharing of these data among countries and industries,
compilation of best management practices and lessons learned relative to sustainable
intensification of agriculture and food security, elements of a ‘green’ educational curriculum for
different educational stages and situations, and more development of the green economy theme
in various economic sectors.”

We, the undersigned, respectfully request that NASA and the Goddard Institute for Space Studies (GISS) refrain from including unproven remarks in public releases and websites. We believe the claims by NASA and GISS, that man-made carbon dioxide is having a catastrophic impact on global climate change are not substantiated, especially when considering thousands of years of empirical data. With hundreds of well-known climate scientists and tens of thousands of other scientists publicly declaring their disbelief in the catastrophic forecasts, coming particularly from the GISS leadership, it is clear that the science is NOT settled.

The unbridled advocacy of CO2 being the major cause of climate change is unbecoming of NASA’s history of making an objective assessment of all available scientific data prior to making decisions or public statements.

As former NASA employees, we feel that NASA’s advocacy of an extreme position, prior to a thorough study of the possible overwhelming impact of natural climate drivers is inappropriate. We request that NASA refrain from including unproven and unsupported remarks in its future releases and websites on this subject. At risk is damage to the exemplary reputation of NASA, NASA’s current or former scientists and employees, and even the reputation of science itself.

<sub>Blue skies would fade to hazy white if geoengineers inject light-scattering aerosols into the upper atmosphere to offset global warming. Critics have already warned that this might happen, but now the effect has been quantified.

Releasing sulphate aerosols high in the atmosphere should in theory reduce global temperatures by reflecting a small percentage of the incoming sunlight away from the Earth. However, the extra particles would also scatter more of the remaining light into the atmosphere. This would reduce by 20 per cent the amount of sunlight that takes a direct route to the ground, and it would increase levels of softer, diffuse scattered light, says Ben Kravitz of the Carnegie Institution for Science in Stanford, California.

That would have knock-on effects for life – and human technology. The reduction in direct sunlight would impact the solar industry, which relies on direct sunlight to generate much of its power. But the increased indirect sunlight would boost photosynthesis beneath tree canopies. The most visible effect, though, would be above us.

The blue colour of the clear sky comes from light being scattering by molecules in the air. The scattering is much stronger for short blue wavelengths than for longer red wavelengths. Aerosol particles are much larger than molecules in the air, however, and they scatter red light more strongly, which washes out the blue light scattered by smaller molecules and makes the sky brighter and whiter.

Kravitz calculated how scattering from particles ranging from 0.1 to 0.9 micrometers in diameter would affect the spectrum of the scattered light, and how that would affect the colour of the sky. He found the sky would appear paler for all potential diameters. Particles with diameters in the middle of the range would make for much whiter skies.

The effect would be most visible in the countryside, where air pollution is generally lower, says Kravitz. "All you'd have to do to see it is to step outside."

Important uncertainties remain, including what size aerosols would be used for geoengineering and how their sizes might change over time as particles stick together. But Craig Bohren, a meteorologist and expert in atmospheric scattering at Pennsylvania State University in University Park, who was not involved in the research, says "it's difficult to argue against the claim that increasing the concentration of particles in the atmosphere will change the colour and brightness of the sky".</sub>

<sub>Like a giant game of crosses without the naughts, these incredible jet engine trails can be seen criss-crossing the Atlantic from space.

NASA's Terra satellite captured these two amazing images of aircraft trails, or 'contrails' as they are known, spreading across the sky off the coast of Newfoundland, Canada.

The spectacular effect forms in the wake of passing aircraft due to the extra particles and water vapor contained in their exhaust. (extra deeltjes en water in de uitlaatgassen, zo, dat hadden we nooit gedacht )

NASA said these it has observed these clusters of contrails lasting as long as 14 hours, though most get a shorter lifespan of four to six hours.



These photographs, taken over two hours on May 26, capture contrails that were likely caused by commercial aircraft flying west to North America from the UK and Europe.

The contrails are arrayed in X-shaped patterns and a cirrus cloud is visible to the left of both images.

The airplane signatures with distinct edges are visible in the first, older image, but two hours later have grown wispier and spread outward as winds have blown them south and east.

The temperature and humidity of the air affects how long contrails last - when the air is dry, they remain visible for mere seconds or minutes.

But when the air is humid, as was the case here, contrails can be long-lived and spread outward until they become difficult to distinguish from naturally-occurring cirrus clouds.

Climate scientists are fascinated by long-lived, spreading contrails because they reflect sunlight and trap infrared radiation.

A contrail in an otherwise clear sky reduces the amount of solar radiation that reaches Earth’s surface, while increasing the amount of infrared radiation absorbed by the atmosphere.

These opposing effects make it difficult for scientists to pin down the exact effect contrails have on climate.

'Overall, contrails create additional cirrus cloud cover,' said Patrick Minnis, a senior scientist at NASA's Langley Research Center.

'Current estimates indicate that contrails have a small warming effect, but the extent of the additional coverage and the amount of warming remain quite uncertain.'

In 2004, Mr Minnis published a study of surface observations that found cirrus cloud cover had increased by 3 per cent between 1971 and 1995 over the United States, the most recent data available.

The two new pictures were taken by the Terra satellite's Moderate Resolution Imaging Spectroradiometer, used for photographing clouds and atmospheric features.</sub>
