Euro zone insists no Greek rescue without reforms

(Reuters) - Euro zone finance ministers told Greece it could not go ahead with an agreed deal to restructure privately held debt until it guaranteed to implement reforms to secure a second financing package from the euro zone and the IMF.

Euro zone ministers had hoped to meet on Monday to finalize the second Greek bailout, which has to be in place by mid-March if Athens is to avoid a chaotic default, but the meeting was postponed because of Greek reluctance to commit to reforms.

Many have been scratching their heads over just why the EURUSD hit a multi-month high of over 1.33 in the overnight session after once again, nothing was resolved in Greece, and in fact Greece has come begging to the finmin meeting in Brussels hoping the Troika would simply let it slide with open issues relating to pension cuts. That scratching promptly came to an end some minutes ago after the EU's Altafaj said there would be no deadline extension, somewhat illogically since there is no deal yet and the deadline has already passed, but some are finally starting to grasp that putting the ball back in the Troika's court is actually not a good thing since it is Germany's desire at this point merely to have the smallest excuse to part ways with Greece.

Even as the ECB's very own Mario Draghi is now peddling Greek deal rumors, which are essentially a reaffirmation that the country will "pledge" to return to GDP growth in 2013, we are already seeing real, not pledged, or promised, consequences of this deal, whether real or not (ignoring that Venizelos just said that it would actually take up to 15 days to finalize it, something which means the Greek exchange offer is DOA) namely that the crippling economic collapse discussed extensively on these pages is about to get far worse. AP reports: "Angry union leaders announced a 48-hour general strike for Friday and Saturday." “We are moving to a social uprising," said ADEDY Secretary Genera Iliopoulos." Surely this is the fastest shortcut for Greece to meet or beat expectations of halting the 10% drop in its GDP and convert that number to positive. One can only hope that makers of bulletproof vests can compensate the economic collapse as every other part of the economy shuts down.

Deputy Employment Minister Yiannis Koutsoukos has resigned over drastic new austerity measures agreed by the coalition government.

In a letter to the government, the 59-year-old former trade union leader said he would not support the "painful" measures that would hurt working Greeks. He did not say whether he would back the new austerity reforms in parliament.

Koutsoukos is the first casualty in Prime Minister Lucas Papademos' three-month-old coalition government, and walkout is a major sign of trouble in the majority Socialist party which has traditionally strong links with unions.

In an incredibly candid 'informal' discussion caught on video by Portugal's TVi24 television crew, German finance minister Wolfgang Schaeuble gives Portuguese finance minister Vitor Gaspar 'the nod' that after the Greek deal is done, Germany will relax the conditions of the financial assistance program for Portugal. While the soundtrack is a little flaky, it is clear that the German finmin notes they must remain resolute in their conditions against Greece in order to maintain the appearance of 'seriousness' with the fellow members of the Greek parliament and more importantly the people of Germany. It would appear that once they have flexed their muscles against the Greeks (think Lehman?) then (and only then) can (and will) they 'help' the Portuguese.

Greek Police Union Seeks Arrest Warrants for EU, ECB Officials

The Greek police officers’ union called for arrest warrants to be issued for European Union, European Central Bank and International Monetary Fund officials negotiating austerity measures for a national debt bailout.

The Greek Federation of Police Officers said in a published letter it will ask for arrest warrants for former European Commission representative Servaas Deroose, the IMF’s Poul Thomsen and the ECB’s Klaus Masuch. Under Greek law, arrest warrants must be issued by an appellate court prosecutor, a police spokesman in Athens said today, speaking on condition of anonymity in line with official regulations.

“We warn you that we will demand, as legal representatives of the Greek police according to Greek law, that warrants for your arrest are immediately issued,” according to the letter published on the union’s website.

The police union accuses officials of the so-called troika -- which is negotiating austerity measures in Greece in exchange for a second bailout -- of extortion, promoting the elimination of Greece’s democracy and national sovereignty and insulting the country.

Lawmakers will vote this weekend on a controversial austerity bill that Athens needs to avoid a messy default but which is fuelling a domestic political and social crisis that has brought thousands of Greeks out on the streets in protest.

The cabinet approved the draft bill late on Friday - paving the way for a new multi-billion euro bailout and a debt-cut plan - after another day of rocky politics where six cabinet members resigned over the additional austerity demands.

Analysts expect the deeply unpopular package to be adopted by parliament on Sunday after being discussed in committee on Saturday, but the political situation remains highly unstable and a number of lawmakers have said they would vote against it.

Even after the vote is completed, the EU expects the government to specify a further 325 million euros of spending cuts before it agrees to the 130-billion-euro bailout.

The EU and IMF have been exasperated by a series of broken promises and weeks of disagreement over the terms of the bailout, which would be Greece's second since 2010, and will not release the aid if they do not get clear commitments by main party leaders that the reforms will be implemented.

The uncertainty has roiled world financial markets, with stocks snapping a five-day winning streak on Friday and the euro slumping as planned wage and pension cuts in Greece hit a new obstacle.

Outside Greece's parliament, police fired teargas at black-masked protesters who threw petrol bombs, stones and bottles at the start of a 48-hour general strike against the cuts ordered by the "troika" of international lenders.
