Japan reactor core may be leaking radioactive material, official says Tokyo (CNN) -- Authorities in Japan raised the prospect Friday of a likely breach in the all-important containment vessel of the No. 3 reactor at the stricken Fukushima Daiichi nuclear power plant, a potentially ominous development in the race to prevent a large-scale release of radiation. Contaminated water likely seeped through the containment vessel protecting the reactor's core, said Hidehiko Nishiyama of the Japan Nuclear and Industrial Safety Agency. Three employees working near the No. 3 reactor Thursday stepped into water that had 10,000 times the amount of radiation typical for a nuclear plant, Nishiyama said. An analysis of the contamination suggests "some sort of leakage" from the reactor core, signaling a possible break of the containment vessel that houses the core, he said. The workers have been hospitalized and work inside the reactor building has been halted, according to the agency. Work inside two other reactor buildings also had to stop and workers had to be pulled back Friday after the discovery of high levels of radiation in water at those locations, a Tokyo Electric Power Company official said Saturday. Levels of radioactive materials soaring in sea near nuke plant TOKYO, March 26, Kyodo Levels of radioactive materials are skyrocketing in the sea near the crisis-hit nuclear power station in Fukushima Prefecture, the government's nuclear safety agency said Saturday, while the plant's operator has started injecting fresh water into the No. 2 reactor core to enhance cooling efficiency. According to the government's Nuclear and Industrial Safety Agency, radioactive iodine-131 at a concentration 1,250.8 times the legal limit was detected Friday morning in a seawater sample taken around 330 meters south of the plant, near the drain outlets of its troubled four reactors. The level rose to its highest so far in the survey begun this week, after staying around levels 100 times over the legal limit. It is highly likely that radioactive water in the plant has disembogued into the sea, Tokyo Electric Power Co said. The radiation levels in seawater do not pose an immediate risk to human health, government officials said. But they are well above normal levels and fan concerns over fishery products in northeastern Japan as highly radioactive water has been found leaking near all four troubled reactor units at the plant. Meanwhile, the U.S. Department of Energy said in its radiological assessment released Friday that by comparing aerial measurement data from Thursday with previous measurements, the data indicate peak exposure rates in the western side of the Fukushima plant are lower. The utility, known as TEPCO, will try to remove pools of water containing highly concentrated radioactive substances that may have seeped from either the reactor cores or spent fuel pools, while also trying to restore power at the No. 2 reactor in an effort to prevent the situation from worsening further. On Thursday, three workers were exposed to water containing radioactive materials 10,000 times the normal level at the turbine building connected to the No. 3 reactor building. On Friday, a pool of water with similarly highly concentrated radioactive materials was found in the No. 1 reactor's turbine building, causing some restoration work to be suspended. Similar pools of water were also found in the turbine buildings of the No. 2 and No. 4 reactors, measuring up to 1 meter and 80 centimeters deep, respectively. On the other hand, 57.9 percent said they approve of the way the state has dealt with disaster-victim support in northeastern and eastern Japan hit by the catastrophic earthquake and ensuing tsunami on March 11. The nationwide telephone survey conducted Saturday and Sunday also found that the approval rate for Prime Minister Naoto Kan's Cabinet came to 28.3 percent, up 8.4 percentage points from the previous survey in mid-February. A total of 67.5 percent said they support to varying extents a temporary tax rate increase to secure funds to help recovery efforts for the disaster-hit areas. The breakdown was 20.1 percent who expressed outright support and 47.4 percent who said they somewhat backed such a move. As for the government's response to the nuclear power plant in Fukushima Prefecture which was severely damaged by the quake and tsunami, 19.6 percent said they do not approve of it at all and 38.6 percent said they do not approve of it very much. Only 4.9 percent expressed considerable approval and 34.4 percent said they value the government's handling of the situation to a certain extent. In terms of the central government's relief measures for disaster victims and support for disaster-hit areas, 10.0 percent said they considerably approve of the moves and 47.9 percent said they approve to a certain extent. Woes deepen over radioactive waters at nuke plant, sea contamination TOKYO, March 27, Kyodo Japan on Sunday faced an increasing challenge of removing highly radioactive water found inside buildings near some troubled nuclear reactors at the Fukushima Daiichi plant, with the radiation level of the surface of the pool in the basement of the No. 2 reactor's turbine building found to be more than 1,000 millisieverts per hour. The concentration level is 10 million times higher than that seen usually in water in a reactor core, according to plant operator Tokyo Electric Power Co. Hidehiko Nishiyama, spokesman for the government's nuclear safety agency, said the figure is ''quite high'' and ''likely to be coming from the reactor.'' Adding to woes is the increasing level of contamination in the sea near the plant. Radioactive iodine-131 at a concentration 1,850.5 times the legal limit was detected from water extracted Saturday afternoon, compared with 1,250.8 times the limit found Friday, the agency said. Nishiyama said he cannot deny the possibility that radioactive materials are continuing to be released into the sea, although it is not clear from what route, but he reassured that there is no need for health concerns so far. The pools of water containing radioactive substances have drawn attention after three workers who were engaging in work to restore the No. 3 reactor at its turbine building on Thursday were exposed to high radiation. Two of them had their feet in water without noticing then that it was highly contaminated. The radioactivity at the surface of the puddle at the No. 3 unit was 400 millisieverts per hour. The three workers, who had been taken to a radiation research center in Chiba Prefecture for examination, would be discharged as early as Monday afternoon, officials of the center said, adding that the exposure has not affected their health. According to the latest data released Sunday, radioactive iodine-134, a substance which sees its radiation release reduced to about half in some 53 minutes, existed in water at the No. 2 reactor's turbine building at an extremely high concentration of 2.9 billion becquerels per 1 cubic centimeter. The water also contained such substances as iodine-131 and cesium-137, known as products of nuclear fission, and thus leading to speculation that it may have come through pipes that connect the reactor vessel and turbines, where steam from the reactor is normally directed to for electricity generation. The pool of water at the No. 4 reactor's turbine building included radioactive substances, but the concentration level was not as high as at the Nos. 1, 2 and 3 buildings, the data showed. Following the March 11 massive earthquake and tsunami, the reactors and the spent nuclear fuel tanks of the Nos. 1, 2 and 3 units lost their cooling functions. Their reactor cores also partially melted at the plant, possibly discharging radioactive substances. The instruments on Schauinsland mountain can distinguish between the much larger amount of radioactive iodine constantly emitted by the soil and rock of Germany and the nuclear power station iodine-131 from Japan. On Friday the Japanese-originated radioactivity had been 58 microbecquerels per cubic meter of air. On Saturday this rose to 500 microbecquerels, the German federal radiation protection office said. A spokesman in Salzgitter said this posed no health risk and was only a tiny fraction of the regular radioactivity in Germany's air. "We were expecting a slight rise," he said. "The traces are very, very tiny." Most radiation in Germany comes from radon, a gaseous element that occurs naturally as a decay product of uranium.
