Now that they are about to get power this region can’t be used against them by some outer force. The United States of America were finishing its preparations for the attack on Iraq. But apparently, they had already calculated, both in Washington and Teheran, that Iran would be the next target. That was the reason why Iranian military men decided to use the radical means of defense. Since then, the problem of the launch its own satellite and Iranian atomic industry became the most critical issues in the relations between Teheran and Washington. By the moment general Shamkhani announced the plans of the launch had been existing for some years. Work on the project of Mesbah satellite meant for the remote probing of the Earth [that’s the way they call spy satellites] started in 1998. But the ten million U.S. dollars contract of the building of the apparatus on Mita platform and its launch to the 900 km orbit was signed only in February 2003, right after the Iranian Ministry of Science, Researches and Technologies signed the appropriate agreement with Italian Carlo Gavazzi Space. At the same time, Tehran started creating by itself a spy satellite Sinah-1, weighting some 20 kg, that was supposed to be launched by the carrier, created on Shihab base. As the head of the Iranian missile development project Ahmad Vahid said to Al Hayat newspaper, Iran indeed was working on creating a satellite for “reconnaissance and civic means” and also was working on the carrier. He mentioned that the program is being “fulfilled with the usage of Iranian experience and own technologies” and “the satellite launch will become the climax of the Shihab project.” At the same time general Vahid insisted on the fact that Iran had no plans on creating intercontinental ballistic rockets able to reach the USA: “the American territories are beyond our defense strategy.” However, he admitted that “the main task is to strike Israeli targets if the Iran uder the Israeli attack.” However these words were not convincing. A carrier able to deliver a satellite to the near-earth orbit is also able to deliver a war-head anywhere on earth. It was reported that Italy, China, Mongolia, Pakistan and Thailand were assisting Iran in the launch. But due to political reasons they stopped that. The majority of Iranian partners were afraid the United States would applied sanctions against them. Russia helped Iran to complete it. The collaboration between Russia and Iran in the space sphere started in February 2003. At that moment the Iranian Ministry of post, telegraph and telephone concealed the $125 million contract prepared by the Russian Aviaexport. The Contract provided the creation of Zohreh satellite. It was supposed to build at the research-and-production society of applied mechanics [RPSAM] and launch it by means of Soyuz-U carrier at the end of 2004. But the bargain skidded. According to Kommersant, the cancellation was caused by the split between the ministry and Iranian parliament. The last wanted to sign the contract straight with RPSAM, without Aviaexport for the contract would cost some six or seven million dollars less. But Moscow didn’t want to discover the executor of the contract, being afraid that the USA would apply sanctions against RPSAM. At that time RPSAM was cooperating with foreign companies in creating telecommunication satellites Express-AM series for the Russian orbital group to be renewed. As a result the Zohreh contract wasn’t signed. The negotiations carried on and they were finished only last week. Russia and Iran made an agreement on Zohreh launch, but its cost increased up to $132 million. As the source in Roskosmos explained to Kommersant, that’s the last inflation. And still, Aviaexport is the mediator. But the signing of he agreement on Zohrah launch was just a screen for a more serious bargain. As Kommersant learned, Prime Minister Fradkov signed the order to let Ministry of Defense to launch two Iranian satellites Mesbah and Sinah-1 to the near-earth orbit, carried by a light carrier Kosmos-3M from Plesetsk space-vehicle launching site in the second quarter of 2005. The document also gives foreign experts the access to the ministry of Defense objects situated on the site, where all the works connected with the launch will be done. It’s remarkable that at first Iran was planning to use a foreign carrier only for the launch of Mesbah херун were negotiating not only with Moscow, but with Peking also] and to launch the Sinah-1 with their own carrier. They were creating it in the framework of the Shihab national rocket program. And as far s Kommersant s informed the last launch was supposed to be done in April or May 2005 from Iranian site. But Moscow managed to change Teheran’s mind. The launch could have led to an open armed confrontation of Iran and the USA. As Kommersant learned, it was Russian delegation, headed by the Deputy Chief of the Federal Space Agency, Georgy Polishuck [see page 16] who managed to do make them refuse to launch the satellites from their territory and persuaded to launch it from Plisetsk. According to Kommersant, it was Rosoboronexport that made the contract with the Iranian Ministry of Science. As Kommersant has learned, it’s a one million U.S. dollars contract. Yesterday tow high posted representatives if the U.S. administration commented upon the possible invasion of Iran. The first was Under Secretary John Bolton, who had always been tough to Teheran. During his visit to Arabian Emirates he has declared that the Israel may strike the nuclear objects of Iran any time. Speaking of the plans of the United States, he noticed: “Washington doesn’t exclude any possibility, but is trying to solve the problem by the diplomatic means.” The same thesis was pronounced by almost all the American officials, including Bush. Its invariability means that the U.S. position has been defined long ago. Actually, Washington is sure it will have to attack Iran and all it has to do now is to find a food argument to start the war. They first paid attention to the development and production of the military ballistic rockets. On that purpose they bought Korean Hvanson-5 [copy of the Soviet R-17, Scub –B]. The Iranian version was called Shahab-1. Then they bought Scub –C . The next step was the creation on the Korean technology of Shahab-3, ranging more than one thousand km. In the end of the 90-s Iran announced of the beginning of the project Shahab project- development of the carrier of its own. The firs launch of the carrier Shahab –3D on the foel oil was undertaken on September 2000 but it wasn’t successful. But in a year, the head of the Iranian missile development project Ahmad Vahid announced of the Iranian plans to create an artificial satellite of the Earth, which ought to be the climax of the Shahab program. Simultaneously, Teheran was planning to create a telecommunication satellite Zohreh, But the plans carried on going wrong: they had no base of their own and the foreign partners were afraid of the U.S. sanctions. In the beginning of 2004 Ali Shamhani, the Minister of Defense declared that “Iran will be the first Islamic state that will penetrate into the stratosphere with its own satellite and its own launching system”.
