The Question of the Falas Mura

Who are the Falas Mura? Originally part of the ancient Beta Israel community of Ethiopia, the Falas Mura converted to Christianity and have been practicing Christians for as long as 500 years. Ethiopian expert Ephraim Isaac, explains that between the 14th and early 16th centuries, several emperors conquered lands occupied by Jews and forced their conversion to Christianity. Again, in the mid- 19th century, both Emperor Yohannes and European Christian missionaries actively sought to convert Ethiopian Jews using primarily financial rewards. Many modern Falas Mura are likely descendants of these converts. Although practicing Christians, the Falas Mura are a distinct group.

As many as 26,000 Falas Mura are living in compounds in the capital Addis Ababa and in Gondar, waiting to make aliyah. A heated debate regarding their future rages in the Jewish community. Mike Rosenberg, Director-General of the Aliyah Department of the Jewish Agency, recently traveled to Ethiopia as part of a special delegation led by Israel's Minister of the Interior, Natan Sharansky, to investigate the situation. Below is his response to the calls to grant immediate eligibility to the Falas Mura.

One of my primary concerns and aims as the Director- General of the Aliyah and Absorption Department of the Jewish Agency for Israel is the rescue and successful absorption of all Ethiopians eligible under the Law of Return. Yet, unless the Israel Ministry of Interior should decide otherwise, the Falas Mura are not eligible under the Law of Return.

The Falas Mura are descendants of Jews who converted to Christianity at the end of the 19th century, and under Israel’s Law of Return, individuals who have converted out of Judaism are not included among those eligible for immigraton.

Why were Falas Mura brought to Israel in the past?

In 1993, the Israeli government established a special committee, headed by the then- Minister of Absorption Mr. Yair Tzaban, to investigate the case of the Falas Mura. The recommendations of the Committee indicated that even though it was almost certain that the Falas Mura are not Jews, they should be brought to Israel as part of a special humanitarian campaign, based not on the Law of Return, but rather on the reunification of families in the framework of the Law of Entry (a standard Israeli immigration law).

By 1997, some 5,200 Falas Mura had arrived in Israel under the Tzaban Committee’s decision to reunite families. After that, however, the criteria for immigration would adhere solely to the criteria of the Law of Return.

Most of the residents of the Addis Ababa compound were in fact brought to Israel by July 1998, but the flow of immigrants to the Addis compound did not stop.

Falas Mura continue to flock to Addis and to Gondar in the hope that they will be brought to Israel, a hope that was fed by the very fact that Jewish organizations continued to provide support services for them, in violation of previous agreements to curtail activities in Ethiopia and focus efforts on absorption in Israel.

According to reports, there are now some 20,000 Falas Mura who have gathered around the NACOEJ compounds in Addis Ababa and Gondar, as well as others from various villages, including in the Quara region. While a recent census estimated the total number of possible appliants to be some 26,000 individuals, most of us who have been involved in the issue of aliyah from Ethiopia are quite certain that this is not a final number. It is clear to me and to most of the professonals involved that the potential number of individuals in Ethiopia that could cliam eligibility due to “Jewish descent” and/ or the existence of relatives of various degree in Israel is much greater than that figure.

Since 1994, responsibility for determining eligibility for immigration has become the sole responsibility of Israel’s Ministry of the Interior.

A Ministry representative is situated in Ethiopia for the purpose of establishing the eligibility of applicants. The Jewish Agency, responsible for making preparations for all individuals approved for aliyah and arranging their flights, has a liason desk in Jerusalem and a full- time emissary in Addis Ababa, along with the required local staff and security.

The decision regarding immigration of Falas Mura according to the Law of Entry, is also subject to the exclusive authority of the Israeli government. The current position of the Jewish Agency in this matter is that the criteria for immigration from Ethiopia will be the Law of Return, as is the case for the rest of the world. As a result of our mission, it was decided that steps must be taken immediately to expedite the screening process determining eligibility.

While there are those who would have us solve the problem by allowing all of the Falas Mura community to be brought to Israel, this does not appear to be a realistic option, nor does it seem to me a justifiable request to make of Israel. Any attempt to simplify issues as complex as these or to come up with simple, all- encompassing solutions, as appealing as they may be to basic humanitarian instincts, and even to Jewish values, are doomed to failure from the outset.

Our policy is that we must concentrate our efforts on rescuing the Beta Israel population in Gondar where conditions are no better and probably worse than those in the capital and the Quara region. It is critical to distinguish between the issue of the Falas Mura and the absorption of those that have already been brought to Israel, or those who will be brought to Israel, which remains a central challenge to the Jewish people. •

SO WHAT ????????????????????????
