Merk op dat dit al helemaal iets anders is dan wat de titel suggereert. Wanneer ik lees: "VS geven Turkije groen licht om Syrië binnen te vallen" dan denk ik dat Trump de Turken heeft bevolen om de Koerden aan te vallen. Niet is echter minder waar. Trumps beslissing kadert gewoon in zijn verkiezingsbelofte om de Amerikaanse troepen terug te trekken uit het Midden-Oosten. Of dit "verantwoord" is, is voer voor debat. |

WASHINGTON—The U.S. wants to assemble a coalition of Western nations to create and potentially enforce a new buffer zone in northern Syria, U.S. officials said, but none have yet agreed to the proposal, which includes a promise of American military assistance. The difficulty in getting allies on board with the plan, details of which hadn’t previously been disclosed, is the latest challenge administration officials face as they search for a way to satisfy President Trump’s withdrawal order and avoid potentially adverse effects of a pullout, including an Islamic State rebound or a war between Turkish forces and Kurdish fighters. The administration hopes to persuade allies including the U.K., France and Australia to take responsibility for northern Syria, both to address Turkish concerns about Kurdish separatists in Syria while keeping Turkey’s forces away from U.S.-backed Syrian Kurdish fighters who have been battling Islamic State. Mr. Trump, citing success against the terrorist group in Syria, ordered the more-than-2,000 American forces out of Syria in December, a move Republicans and Democrats criticized as premature. The order means troops will redeploy from Syria over the next four to six months, officials said. Before giving the order, Mr. Trump didn’t consult any of the more-than-70 countries that are part of the U.S.-led coalition fighting Islamic State, officials have said. His decision contributed to the resignation of Defense Secretary Jim Mattis, who made known his concerns about how such unilateral decisions affected allies and others. A European diplomat confirmed the U.S. is in active talks with European countries about a buffer zone but said there was no official response because talks were continuing and nothing had yet been settled. Secretary of State Mike Pompeo will host foreign ministers from coalition countries for meetings next week at the State Department. The Trump administration’s push for allied help comes as a senior Syrian Kurdish official is visiting Washington to urge the administration to slow its troop withdrawal and stop Turkey from taking over a strip of northern Syria. Ilham Ahmed, who represents the political arm of the Syrian Democratic Forces that have been fighting Islamic State with U.S. military support, said the militants weren’t yet defeated and had sleeper cells in northeast Syria. “We are asking the American government to slow the withdrawal,” she said at a meeting in Washington. Under the American plan, a coalition force would monitor a northern Syria buffer zone reaching around 20 miles south of the Turkish border and stretching from the Euphrates River eastward to the Iraqi border, U.S. officials said. In return, the U.S. is offering support in the form of intelligence, surveillance and reconnaissance—known as ISR capabilities—using drones and other technology, as well as assistance including quick reaction forces should something go wrong. The U.S. also could provide logistics support, such as casualty evacuation, officials said. Those American assets would likely be based in neighboring Iraq, multiple officials said. Marine Corps Gen. He also has been trying to persuade foreign officials that the plan could work. The U.S. argument relies heavily on the need for security and humanitarian measures, because more than 3.5 million refugees in the region could flood European cities if there is no buffer and they find it necessary to flee, multiple officials said. Representatives from allied nations declined to comment on the proposal. Officials at the Pentagon and State Department also declined to respond. Acting Defense Secretary Pat Shanahan, speaking at the Pentagon on Tuesday, said there Washington is speaking with a number of foreign capitals. “There are very important conversations going on in major capitals in Europe about support to that portion of Syria as well as some very important discussions with our [Syrian Democratic Forces] counterparts there in northeastern Syria,” he said at a Pentagon briefing on Tuesday. Ms. Ahmed said in an interview that the Kurdish group supported the idea of arranging for the U.S.’s European allies to enforce such a buffer area. But she rejected the idea of a Turkish-administered buffer zone on the Syrian side of the border, saying this would represent a grave danger for Syria’s Kurds. At the same time, confusion about how the U.S. policy would be implemented has led the Syrian Kurds to hedge their bets. Ms. Ahmed said the Syrian Kurds have been discussing a fallback plan with the Assad regime. It calls for the Syrian Democratic Forces to become part of the Syrian army in return for democratic overhauls and a commitment by the regime that the Kurds can govern their own areas. “The Syrian Democratic Forces can be part of the new Syrian army,” she said in a Tuesday appearance at the Middle East Institute, ““This is the alternative route for us.” In late December, Ms. Ahmed traveled to Moscow to discuss the idea with Russian Defense Minister Sergei Shoygu and Deputy Foreign Minister Mikhail Bogdanov. Russian air power has helped Mr. Assad turn the tide against the Syrian opposition and Moscow has a degree of influence over President Bashar al-Assad. Ms. Ahmed and her aides are hoping for meetings at the White House and the Pentagon this week. But on Monday night, she had an impromptu encounter with Mr. Trump at the Trump Hotel, where he was attending a fundraising event. Witnesses said Mr. Trump came over to her table, said that he loved the Kurds and would help establish a safe zone to protect them. But one observer also noted that Mr. Trump said he loved Turkey, too. A spokesman for the National Security Council had no comment. |
