Als de gevolgen van de zich accumulerende straling veel erger zouden worden, misschien zelfs definitief. Als dus, niemand die dat hoopt. Her en der duiken wel kritische stemmen op, maar van massale antipathie voor Tepco valt in de Japanse pers weinig te merken. Een uitgebreid overzichtsartikel met onverteerbare zaken als beschreven in nr 791, heb ik er niet gezien (en hier trouwens ook niet), laat staan een "georganiseerde perscampagne" tegen Tepco voortkomend uit "antipathie". (Als dat zou zijn, zou je het oa meteen merken aan de Engelstalige edities van de grote Japansee kranten). Daar heeft Tepco blijkbaar veel te veel macht voor. Journalisten die zich nu al te kritisch uitlaten zullen over een paar jaar wel ontslagen worden, en mogen dan genieten van een officieus "Berufsverbot" (zoals dat eigenlijk ook hier gaat). Behalve dus als de ramp erger wordt, of de gezagsgetrouwe, slapende Japanse publieke opinie plotseling wakker schiet.

Een deel daarvan wordt zelfs terug opgeconsumeerd tijdens normaal verbruik, en op het einde van de brandstof hebt ge nog ongeveer 1.3 % plutonium over als ik mij goed herinner. In totaal was er 3% gekweekt, waarvan dus 1.7% opgestookt is. Dus ELKE reactor die een tijd gewerkt heeft, bevat plutonium. Nu kunt ge die 1.3% uit de brandstof halen, in een herwerkingsfabriek. Dat plutonium is prima geschikt om een kweekreactor mee laten te draaien (die heeft een hart van plutonium nodig). Maar bij gebrek aan kweekreactoren, kan men het ook nog eens voor een stuk opstoken in een gewone reactor. Dat is die fameuze MOX brandstof. MOX zal dus MEER plutonium bevatten dan een gewone brandstof. Maar niet zoveel meer. Normaal gezien ongeveer 5%, terwijl dat in gewone brandstof op het einde ongeveer 1.7% is. Dus 3 a 4 keer meer. Al dat gezever over die MOX is dus een beetje bij de haren getrokken: in elke reactor zit plutonium, in MOX gewoon 3 a 4 keer meer. |

Misschien is het nog beter om andere dingen te hebben, maar zolang er veel kolen en gas gebruikt wordt, ben ik dus ervoor dat dat door kernenergie vervangen wordt. En als dat gebeurd is, dan moogt ge die kernenergie door iets anders vervangen. Maar eerst moeten we van kolen en gas af. En zonder de energie-kraan dicht te draaien, want ik geloof daar niet in. |

"Sankei Shinbun reports: … Iitate Village disclosed on April 11 that the national government ordered the village to systematically evacuate the villagers in anticipation for the expansion of the evacuation zone. Iitate Village in Fukushima Prefecture has had high radiation levels ever since the TEPCO's Fukushima I Nuclear Plant accident. ... The village chief [actually he is the vice chief], Shinichi Monma said in the village council's special committee for disaster measures, "All villagers will be evacuated. The national government has told us to evacuate within a month." Iitate Village's population is about 6,500. Already, about 1,000 villagers have evacuated voluntarily (i.e. without government order). …”

Ik heb het verhaal slechts diagonaal gelezen en beperk mij tot het quoten van een paar punten die mij opvielen. #1156825 : "… (ivm reactor 3) MOX makes BWR containment breach certain … So; 1) The thermal steam/vapor situation at No.3 will be very precarious for six months at the very least, probably much longer. 2) Radioactive vapor venting at No.3 can not be prevented - too much heat - it will get out. 3) However, water injection can be stopped, in order to reduce and delay the steam and contamination. There are some very serious issues with further water injection … Given the thermal output of MOX is much higher, the potential for an energetic 'lava' to burn right through the full depth of the foundation, is reasonable. …" Allemaal speculatie natuurlijk. Voelt er iemand zich geroepen om hierop te reageren?

With the crisis at the plant dragging on, some municipalities within a 20- to 30-kilometer radius of the power plant will now be designated as additional evacuation areas, Chief Cabinet Secretary Yukio Edano said at a news conference. The government had earlier ordered residents within the 20-km radius of the power station to evacuate and those in the 20-30 km zone to stay indoors after the plant was hit by a deadly earthquake and tsunami on March 11. The government changed the radiation exposure level which had been used to determine the evacuation zone. Previously, the government said that outside radiation levels of over 50 millisieverts require evacuation, and advises residents to remain indoors when levels exceed 10 millisieverts. From now on, it will issue an evacuation order if there is a possibility of residents receiving a dose of 20 millisieverts during the course of a year. In the event of an emergency, the International Commission on Radiological Protection is recommending also that the highest planned residual dose over one year be in the range of 20 to 100 millisieverts. The municipalities which will be part of the new evacuation zone include Katsurao, Namie and Iitate, all located in Fukushima Prefecture. "These regions could accumulate 20 millisieverts or more radiation over a period of a year," Yukio Edano told a news conference, naming Iitate village, 40km from the plant, part of the city of Kawamata and other areas. The news preceded the latest major 6.6 magnitude aftershock which shook buildings in Tokyo and a wide swathe of eastern Japan on Monday evening, knocking out power to 220,000 households and causing a halt to water pumping to cool three damaged reactors at Fukushima. " The epicentre of the latest quake was 88 km (56 miles) east of the plant and stopped power supply for pumping water to cool reactors No. 1, No. 2 and No. 3. The aftershock also forced engineers to postpone plans to remove highly contaminated water from a trench at reactor No. 2." Also spotted was the now disgraced TEPCO president who had fallen "sick" early on in the crisis and completely disappeared from view. Per Reuters "TEPCO President Masataka Shimizu visited the area on Monday for the first time the disaster. He had all but vanished from public view apart from a brief apology shortly after the crisis began and has spent some of the time since in hospital. "I would like to deeply apologise again for causing physical and psychological hardships to people of Fukushima prefecture and near the nuclear plant," said a grim-faced Shimizu. Dressed in a blue work jacket, he bowed his head for a moment of silence with other TEPCO officials at 2:46 p.m. (0546 GMT), exactly a month after the earthquake hit." But the biggest loser is surely Prime Minister Naoto Kan who saw a landslide drubbing in local elections over the weekend, leaving Japan once again leaderless precisely at a time when it needs focused leadership more than ever. ... Concern at Japan's inability contain its nuclear crisis is mounting with Prime Minister Naoto Kan's ruling party suffering embarrassing losses in local elections on Sunday. Voters vented their anger at the government's handling of the nuclear and humanitarian crisis, with Kan's ruling Democratic Party of Japan losing nearly 70 seats in local elections. In a statement marking one month since the earthquake, On behalf of the people of Japan, Kan expressed "heartfelt thanks" for assistance and support from 130 nations around the world.
