NEW YORK (Reuters) - The dollar tumbled to a new four year low against the euro and Swiss franc on Monday, after a remark by U.S. Treasury Secretary John Snow renewed broad skepticism about America's commitment to a strong dollar. In an interview with ABC This Week on Sunday, Snow -- in response to a question about the economic effect of a weaker currency on the manufacturing sector -- said that a cheaper dollar was aiding U.S. exports. His comments reinforced what is widely suspected by market observers -- that America's strong dollar policy has been abandoned in all but name. With the U.S. currency already under heavy selling pressure against a backdrop of faltering economic activity and broadly falling prices, analysts interpreted Snow's remarks as a tacit acceptance of a weaker currency. "The bigger focus is what he's not saying," said Bob Lynch, currency strategist at BNP Paribas in New York. "In the current environment the market takes those sorts of comments to suggest (policymakers) don't necessarily want a strong dollar per se. If are not going to intervene, what's the point of advocating a strong dollar?" he asked. Last week, Snow granted an interview to CNBC in which he said the dollar's value was best set by the market, an idea which only kindled the market's skepticism that American policymakers object to a weaker currency. Europe's single currency rose as high as $1.1623 against the dollar in the London session , paring those gains somewhat to stand near $1.16 in early U.S. dealings. The single currency was at its highest since January 1999 and up a percent from its prior U.S. close. The euro is now about a cent from $1.17, the level at which it began trading and a key psychological bulwark. The dollar bought 1.3047 Swiss francs , down 0.70 percent on the day and at its lowest since October 1998. The U.S. currency also declined 0.45 percent against sterling, trading near $1.6120 (GBP=>) The euro rose to a new record high at 135.55 yen , trading around 135.15 in early U.S. trading. Meanwhile, amid traders' suspicions that Japan was covertly selling its currency to keep it weak, the dollar bought 116.60 yen , comfortably above a two-month low at 116.02 yen set last week. Bank of Japan governor Toshihiko Fukui declined to comment on the yen's appreciation when asked about it on the sidelines of a Bank for International Settlements (BIS) meeting in Basel. WEAK DOLLAR, STRONG EURO, MIXED YEN Euro zone central bankers have sounded relaxed thus far about the euro's rise on the foreign exchanges. But analysts suspect that European politicians and finance ministers may be concerned about the impact a stronger euro has on their stagnant economies. Veiled hints of some discontent appeared on Monday with an unnamed European Union diplomat saying that euro zone finance ministers were concerned about the gap between U.S. and euro zone interest rates. "Snow's comments and even the EU's comments seem to be relatively modest about the euro's appreciation," said Marc Chandler, currency strategist at HSBC in New York. "The market is thinking we haven't reached the pain threshold of policymakers and central bankers yet," he added. Investors seeking the relatively higher interest rate returns on European assets as compared to lower-yielding U.S. financial instruments have been a key component to the euro's recent strength.
