WASHINGTON (CNN) -- Sen. John Kerry may postpone accepting his party's presidential nomination at the July Democratic convention -- a tactic aimed at reserving his campaign war chest for the fight against President Bush.

Under federal campaign rules, once a candidate accepts the party nomination, the campaign is limited to spending around $75 million.

The Republican convention is five weeks later than the Democratic convention, meaning Kerry's $75 million would start being drained more than a month earlier than Bush's.

By postponing the acceptance of the nomination, Kerry could continue to spend the private money he's raised during the primary season, and those funds would not be counted against the $75 million limit.

"As a party we are committed to ensuring that we are not fighting with one hand tied behind our backs," said Democratic National Committee spokesman Jano Cabrera.

The Bush-Cheney campaign took delight in the issue.

"Only John Kerry could be for a nominating convention, but be against the nomination," Ken Mehlman, the Bush-Cheney campaign manager, said in a written statement. "This is just the latest example of John Kerry's belief that the rules are for other people, not for him."

But one Kerry campaign source said the Bush-Cheney campaign made its own calculations to get the maximum benefit from the convention.

"Karl Rove and his political army strategically selected the latest convention in American political history in order to stack the deck against Democrats, who would be forced to survive on public money for five additional weeks while the GOP continued to spend their special-interest war chest," the source said, referring to a top Bush adviser.

"You bet Democrats will consider many options to help level the playing field."

Not accepting the nomination at the convention would be a rarity in American political history.

Democratic party sources stressed that delaying the acceptance of the nomination is just one thing that the Kerry campaign is considering. But they made clear the party is committed to finding a way to maximize the amount of money Kerry and the Democratic Party have available to go against Bush.

Kerry spokeswoman Stephanie Cutter said other options being examined include looking at how state and local parties -- as well as the Democratic National Committee -- might help the Kerry campaign.

"We will find a way to level the playing field," Cutter said.

The Democratic convention is scheduled for July 26 to July 29; the Republican convention is from August 30 to September 2.

"Boston is the place where America's freedom began, and it's where I want the journey to the Democratic nomination to be completed," Kerry said in a written statement released by his campaign.

"On Thursday, July 29, with great pride, I will accept my party's nomination for president in the city of Boston.

"From there, we will begin our journey to a new America," he said.

Kerry had considered postponing his official acceptance of the nomination in a bid to preserve his campaign war chest for the fight against President Bush.

But that possible tactic came under fire by some Democrats who said it would create more perception problems than it would be worth. And Republicans had poked fun at Kerry, saying it showed him waffling on his own nomination.

"We also believe it is right to accept the nomination in Boston, and are looking forward to it with excitement, energy and enthusiasm.".

The Democratic convention is scheduled for July 26 to July 29; the Republican convention is from August 30 to September 2.

Kerry's statement was released less than an hour after Boston's Democratic Mayor Thomas Menino appeared on CNN and urged Kerry to get "beyond all the nonsense" and "get on with it."

"My Republican friends are laughing at us because of the indecision we're going through," Menino told CNN's "Inside Politics."

"You can't make a campaign about money. It's not about money. It's about issues. It's about what the future is for the American people, and that's what this should be all about: What's your policy and how you're going to make America better for all our people."

A Kerry adviser traveling with the senator from Massachusetts said Kerry felt that accepting the nomination "was best for the party."

"He felt like pulling the trigger today," the adviser said.

The adviser said the campaign is still looking at options to deal with the GOP having a five-week advantage, including encouraging people to support and give money to national and local Democratic parties.

Boston's mayor said one fund-raising initiative Wednesday morning raised over $900,000.

De voorverkiezingen zijn nu ook officieel beëindigd. Dat John Kerry de nominatie vasthad was al langer bekend.

Kerry behaalde uiteindelijk 3043 afgevaardigden op 4322 voor de Democratische Conventie. En 392 'superafgevaardigden' moeten hun voorkeur nog bekend maken, dus zijn overwinning kan nog groter worden.

McCain rejects Kerry's veep overture

WASHINGTON (AP) -- Republican Sen. John McCain has personally rejected John Kerry's overtures to join the Democratic presidential ticket and forge a bipartisan alliance against President Bush, The Associated Press has learned.

Kerry has asked McCain as recently as late last month to consider becoming his running mate, but the Arizona senator said he's not interested, said a Democratic official who spoke on condition of anonymity because Kerry has insisted that his deliberations be kept private.

A second official familiar with the conversations confirmed the account, and said the Arizona senator made it clear he won't change his mind.

Both officials said Kerry stopped short of offering McCain the job, sparing himself an outright rejection that would make his eventual running mate look like a second choice.

"Senator McCain categorically states that he has not been offered the vice presidency by any one," said McCain's chief of staff, Mark Salter, who would not confirm the officials' account.

Kerry spokeswoman Stephanie Cutter declined to comment.

The development may lay to rest speculation that Kerry and McCain would reach across Washington's deep partisan divide and forge an unprecedented political partnership.

The notion has been rife with obstacles from the start -- McCain is a strong-willed conservative and Kerry a liberal from Massachusetts who would be loath to surrender presidential responsibilities that McCain might demand.

But the fellow senators and Vietnam veterans are friends, their bond sealed as they worked together to help President Bill Clinton normalize relations with Vietnam. Clinton, who avoided service in the war, needed the political cover from Kerry, a decorated Navy veteran, and McCain, a former prisoner of war.

McCain's cool relationship with Bush fostered Democrats' hopes, but the senator has repeatedly declared his allegiance to the Republican party. McCain lost a bitter campaign against Bush for the 2000 Republican nomination, leaving wounds that may never heal.

McCain has said publicly he had no intention of serving as vice president, but he left the door open just enough to create a constant buzz. His advisers say McCain has ruled out serving under Kerry, despite his respect for the Democrat.
