The White House comments are another sign of a potential thaw between the West and Iran on nuclear issues. The United States and its allies have imposed sanctions aimed at stopping Iran from seeking a nuclear weapons capability, but Iran has long insisted its program is for civilian purposes.

Since Rohani was elected as president in June, he has called for "constructive interaction" with the world. The head of Iran's nuclear energy organization said on Wednesday he saw "openings" on the nuclear issue.

Obama said on Tuesday that he is willing to test the willingness of Rohani to discuss the nuclear issue.

"There is an opportunity here for diplomacy," Obama told Spanish-language network Telemundo in an interview. "And I hope the Iranians take advantage of it."

Both Obama and Rohani plan to be in New York next week for the UN General Assembly, but the leaders do not currently have plans to meet, Carney said.

Rohani prepared to shut Iran nuclear plant if West lifts sanctions

In exchange, Rohani would seek the removal the harsh economic sanctions facing the Islamic Republic, according to Der Spiegel, the German weekly news magazine.

According to the Der Spiegel report, Rohani plans to announce his offer before the United Nations General Assembly, scheduled for the end of September. Iranian Foreign Minister Javad Zarif is set to meet EU foreign policy chief Catherine Ashton next week and give her the details of Rohani's proposition.

Iran nuclear chief pledges to cooperate with UN

Also on Monday, Iran's new atomic energy chief pledged increased cooperation with the UN nuclear watchdog on Monday, delivering a conciliatory message ahead of talks between the two sides this month over Tehran's disputed atomic activities.

Ali Akbar Salehi also said Iran was optimistic about the outcome of broader diplomatic negotiations with major powers, should the parties enter "with good intention and with the resolve to solving the ... issue based on a win-win approach".

The election last June of Rohani, a relative moderate, as Iranian president and his appointments of senior officials involved in nuclear diplomacy had created a "like-minded group" that would "facilitate the resolution of this issue" if the other side was willing, he said.

"There has always been a movement from the Iranian side. This time we are coming with a more full-fledged ... desire for this," Salehi said, referring to the search for a peaceful settlement of the decade-old nuclear dispute.

Iran is at odds in particular with Western powers, which fear its nuclear program is covertly directed at giving it the means to build nuclear bombs, something Tehran denies.

Salehi's comments, in a speech at the International Atomic Energy Agency (IAEA) and to reporters afterwards, were in line with the less confrontational signals coming from Tehran since Rohani succeeded hardliner Mahmoud Ahmadinejad as president.

But, like Rohani, Salehi stressed that Iran would never "compromise" over what the Islamic state sees as its inalienable right to a civilian nuclear energy program.

He also declined to say whether Iran would be willing to halt its higher-grade uranium enrichment, the part of its nuclear program that most worries the West as it is only a short technical step away from the production of weapons-grade material.

"These are issues that will be discussed during the negotiations," Salehi told reporters.

U.S. sees 'provocative' actions by Iran

In Moscow, Russia's foreign minister said Iran was ready to discuss this higher-level enrichment, to a fissile purity of 20 percent, in talks with the six world powers - Russia, the United States, China, France, Britain and Germany.

"This would be a very important step. It is of fundamental importance that the six powers react adequately to this potential agreement," Sergei Lavrov said.

No date has yet been set for a resumption of talks between Tehran and the six powers, but the issue may be discussed on the sidelines of next week's UN General Assembly meeting in New York.

Western diplomats have welcomed Iran's change of tone but said it remained to be seen whether there would also be a change in substance.

At the annual IAEA member state meeting, the United States accused Iran of continuing to take "provocative" actions in its nuclear program, probably referring to the further expansion of its uranium enrichment program.

Iran says it is enriching uranium only for civilian energy and medicine, denying any aim to acquire nuclear weapons.

Separately from the big power diplomacy, the IAEA has held 10 rounds of talks with Iran since early 2012 in a bid to resume a blocked inquiry into suspected atom bomb research.

The talks have so far yielded no results but Western states see a meeting set for Sept. 27 in Vienna as a litmus test of any substantive Iranian shift from its intransigence during Ahmadinejad's eight years as president.

"I have come here with a message of my newly elected president to further enhance and expand our ongoing cooperation with the agency," Salehi told the IAEA conference.

The aim was to "put an end to the so-called Iranian nuclear file", said Salehi, appointed last month as head of Iran's atomic energy organization.

Dit kan goed nieuws zijn voor Assad ook.

Iran mag anderzijds niet te gematigd worden ook. Hopelijk houdt ayatollah Khamenei de touwtjes stevig in handen.

TEHRAN — Iran’s President Hasan Rohani says his country will accept anyone as ruler of Syria who is elected by the Syrian people, the official news agency reported Monday.

His remarks carried by IRNA do not signal any change of policy on Syria but mark a shift of emphasis from comments by other Iranian leaders, which have often stressed Iran’s support for its ally, Syrian President Bashar Al-Assad, and blamed the West and Israel for the rebellion against him.

“Whoever Syrian citizens vote for to rule their country, we’ll agree with it,” Rohani was quoted as telling commanders of the powerful Revolutionary Guard.

Rohani was elected in June promising a more diplomatic approach to the West in negotiations over its nuclear program, which the US and its allies say is aimed at weapons development. Iran says the program is for peaceful purposes.

The new president has stated however that Iran will not give up its right to disputed nuclear activities, nor has he suggested any major rethinking of Iran’s alliance with Damascus.

Key nuclear and security matters are under the control of the country’s Supreme Leader Ayatollah Ali Khamenei and institutions that answer directly to him, including the Revolutionary Guard.

Syria’s opposition says the Guard is directly involved in the war on Assad’s side. Iran denies this.

“The Guards do not seek military domination over the region,” Rohani said. “It is a mistake by the West, which thinks Iran is after military domination over the region.”

He called on the US military, which has bases in the Persian Gulf, to pull out of the region.

“You, the unsolicited guest in our region, leave the region and then you will see that it becomes heaven.”

De Iraanse President heeft in niet mis te verstane bewoordingen gezegd dat Iran geen kernwapens wil...

Dit werd totnogtoe,en zeker door zijn voorganger,nooit zo duidelijk gezegd....
Nu is een nieuwe opening gemaakt....Iran heeft zeker "recht",zoals iedere natie,op vreedzame inzet van kerntechnologie,en op de uitbouw van gesofistikeerde onderzoeksfaciliteiten...zoals het hun schikt.

Het is nu een kwestie van het wantrouwen weg te nemen.
Grote cultuurverschillen,bemoeizucht en "opgezette hanekam-mentaliteit", hebben de communicaties tussen Iran,de VS,de EU zelfs,te lang verstoord.....hier is de opening......de deur kan nu diplomatiek meer open gezet worden,tot voordeel van iedereen....

Na de driedubbele idioot Achmedinejad die alleen maar olie op het vuur gooide en de verhoudingen van zijn land met zowat de rest van de wereld heeft verbrod (behalve met extreem linkse provocateurs alla Chavez), hebben ze er nu ene die wat gas lijkt terug te halen.

Dat is een goed begin, maar het zijn voorlopig maar woorden. Het is nu wachten op daden.

Als Iran bewijst dat ze volledig stopt met haar twijfelachtige nucleaire activiteit in Qom, zich volledig neerlegt bij de voorgaande afspraken waarbij alle huidige nucleaire sites zonder voorgaande waarschuwingen en zonder enige belemmeringen kunnen worden bezocht en onderzocht door de internationale teams die ervoor in het leven zijn geroepen, en als ze aanvaardt dat ze haar uranium alleen laat verrijken in Rusland en Frankrijk, dan kan er verder onderhandeld worden.

Anders is er niets veranderd en is het weer eens een rondje tijd winnen.

Vooral Israel wil dat alle nucleaire activiteiten in Iran stoppen.
