November 27, 2006 -- The International Criminal Tribunal for Rwanda
(ICTR), which has never permitted any testimony concerning the April 6,
1994 missile attack on the Rwandan presidential aircraft that killed

Rwandan President Juvenal Habyarimana, Burundian President Cyprien
Ntaryamira, their ministers, and French crew (including two expert
testimonies by this editor), has now seen fit to determine who fired the
missiles. The ICTR, which is embedded with US military judge advocate
general (JAG) lawyers who take their orders from the Defense
Intelligence Agency (DIA) and CIA, now contends that the missile attack
was carried out by Habyarimana's own army with Russian-made missiles
procured in Egypt. Nothing could be further from the truth.

Kagame and ICTR parroting long-discredited conspiracy theory that
Habyarimana's army shot their own president's and army chief's plane out
of the sky.

The uninformed charge of Rwandan Army (FAR) complicity in the attack was
made by Deputy ICTR Registrar Lovemore Green Munlo who was echoing the
propaganda line from Kagame and his government.

Munlo served as Minister of Justice and Attorney General of Malawi when
the aircraft attack occurred. Munlo served under longtime Malawian
dictator Hastings Kamuzu Banda, an ally of the apartheid regime of South
Africa and a longtime tool of British intelligence in Africa. It is no
secret that Britain's MI-6, along with the DIA, was behind the transfer
of Russian-made SAM-16 missiles to Paul Kagame's Rwandan Patriotic Front
(RPF) forces from captured Iraqi weapons caches after Desert Storm. A
number of Iraqi weapon, including the SAM-16s, were transferred from
Iraq to a CIA arms warehouse in Cairo West, and later transferred to
Uganda for re-distribution. From Uganda, the SAMs were transferred to
the Ugandan Army, the RPF, and John Garang's Sudan People's Liberation
Army (SPLA).

The US Embassy in Burundi, in a cable from Bujumbura to Washington,
stated that their first candidate for the perpetrator of the attack on
the aircraft was the U.S.-supported RPF:

In addition, our sources who were involved in the original investigation
of the shoot down of the aircraft support Bruguiere's conclusions about
RPF involvement in the attack. They cite the facts that three senior
ex-FAR men - General Emmanuel Habyarimana; the one-time FAR Minister of
Defence who later joined the RPF, Balthazar Ndengeyinka and Col. Aloys
Ntiwiragabo, former Chief of Military Intelligence - all testified to
Bruguiere that the FAR never had ground to air missiles and that none of
their personnel had beed trained in their use.

This is in contrast to the RPF/Rwandan Patriotic Army, which started
using SAMs in 1990 thanks to the training their personnel received at
the Barry Goldwater Test Range in Arizona and the US Army's Intelligence
School at nearby Fort Huachuca.

According to Bruguiere, Lt. Col. Gregoire de Saint-Qunetin, a French
officer who was part of the "Cooperation" team in Rwanda at the time of
the attack on the plane, told him that FAR had no ground to air missiles.
