The time to tackle the tantalum supply chain is now

Tantalum is an essential component in most microprocessor and high performance logic chips (the brains of personal computers, smart cellphones, and gaming devices) and also in turbine blades for jet engines and power plants.

Companies likely to come under consumer scrutiny therefore include:

What should firms do?

There are a number of concrete steps consumers of tantalum can take:

1. Supply chain auditing: OEMs should start now to map their tantalum supply chain at least back to their ore processors. Compliance with good procurement practice is most effectively enforced at the processor level in this industry.
2. Engage with the industry: OEMs, especially large consumers of tantalum and high-profile corporations, need to start now to engage the tantalum industry, both to understand quantitatively their options and to work with their suppliers to head off the bad outcomes of business as usual.
3. Processor disclosure: Processors of tantalum need to disclose not where they avoid purchasing from, but instead where they do purchase from, at least at the level of a list of countries of origin, and make this list subject to independent third party audit. At present amongst the major processors, only Cabot provides this level of disclosure.
4. Corollary compliance: tantalum ores, like many mineral ores, are somewhat radioactive, and shipment of radioactive ores is more difficult than is the case for non-radioactive ores. Processors and OEMs should require that their suppliers provide assays including radioactivity measurements for all their ore supplies, and processors should be able to withstand audit of this requirement. The principle here is that a supplier willing to ignore shipping rules is more likely to be willing to trade in suspect materials.
5. Certificates of origin: Processors and OEMs should require certificates of origin for all their ore supplies, since although these are imperfect they do create the scope to audit supplies and to cross reference against production data.

Congo Conflict Minerals Act:
The Congo Conflict Minerals Act, recently introduced by Senators Sam Brownback (R-KS), Richard Durbin (D-IL) and Russ Feingold (D-WI), would require electronic companies such as Apple, Nokia and Nintendo, to report the exact location of mines in DRC from which they receive tin, tantalum and tungsten. This publicly available information would inform consumers whether the electronics they purchase originate from conflict zones in the DRC.

Extractive Industries Transparency Disclosure Act:
Under this Act, all SEC-listed companies would be required to fully disclose the amount of money paid to foreign governments for oil, gas, and minerals in their required financial statements. Such transparency would allow companies to build solid reputations based on partnering with governments response to their citizens' needs and concerns. The Act would also mark an important step in ensuring sound revenue management, and fighting the corruption that hinders African countries from translating resource wealth into economic growth.

Een indrukwekkend naslagwerk

Het conflict in het gebied van de Grote Meren is een van de vergeten oorlogen van deze tijd. De voorbije vijftien jaar heeft de strijd nochtans al aan miljoenen slachtoffers het leven gekost. In deze enorm complexe oorlog zijn etnische conflicten, natuurlijke rijkdommen en geopolitieke belangen nauw met elkaar verweven. Het is een nest waar een kat haar jongen niet meer in terugvindt. De Antwerpse professor Filip Reyntjens heeft daar met zijn jongste boek ‘De grote Afrikaanse oorlog. Congo in de regionale geopolitiek 1996-2006’ iets aan willen doen. Het is een indrukwekkend naslagwerk geworden dat erg veeleisend is voor de lezer.

‘De grote Afrikaanse oorlog’ beperkt zich niet tot Congo. Hoewel de strijd op het eerste gezicht gaat tussen het leger en binnenlandse rebellengroepen, spelen de buurlanden een vuile rol in deze tragedie. Reyntjens begint zijn boek dan ook met de onstabiele regionale situatie in het midden van de jaren negentig te schetsen. Hij beschrijft het geïmplodeerde Zaïre onder Mobutu, maar ook de toestand in Rwanda en Burundi, twee landen die kampten met de nasleep van een genocide.

Net als in de fysica moet in de wereldpolitiek een (machts)vacuüm onmiddellijk gevuld worden. Daarom werpt een bonte coalitie van buurlanden, met goedkeuring van enkele internationale actoren zoals zijn voormalige bondgenoot de Verenigde Staten en de failed state van Mobutu omver. Die internationale actoren hebben echter de regionale dynamiek zwaar onderschat. Deze oorlog lost de oorzaken van het conflict niet op. Zo blijven er duizenden Hutu-rebellen in Congo, die de Tutsi-regimes van Rwanda en Burundi bedreigen. Bovendien hebben die landen nu gemerkt dat oorlog voeren in Congo een heel winstgevende bezigheid is. De bodemschatten zorgen ervoor dat met name de Rwandese elite haar luxueuze leventje in stand kan houden. Hierdoor kan er nooit een stabilisatieproces op gang komen en uiteindelijk leidt het twee jaar later tot een nieuwe oorlog.

De sterkte van dit haast monumentale boek is dat het alle aspecten van het conflict belicht. De auteur heeft oog voor de rol van de internationale gemeenschap, maar herleidt de Afrikanen niet tot willoze poppetjes. Bovendien analyseert Reyntjens zowel de economische, etnische als politieke factoren op het terrein. Hij baseert zich daarbij op eigen onderzoek en ervaringen, maar ook op een gigantische stapel documenten van collega-wetenschappers, mensenrechtenorganisaties en internationale instellingen. Dat levert een gigantisch notenapparaat op dat de leesbaarheid van het boek niet ten goede komt.

Reyntjens vraagt trouwens nogal wat van zijn lezers. Zonder een minimum aan geografische, historische en politieke voorkennis raak je waarschijnlijk niet door dit boek. Het onderwerp is dan ook enorm complex. Zo lijkt het soms alsof elke Congolees zijn eigen politieke beweging heeft gesticht. De lijst met partijen die in dit boek genoemd worden, is schier eindeloos.

Ondanks het academische karakter van dit werk, blijft het verhelderend. Het doet trouwens vragen rijzen waarom we, ondanks onze dagelijkse kwaliteitskrant, zo weinig over dit gruwelijke onderwerp weten. Het toont nog maar eens dat de voorliefde van de media voor ‘het leven van de gewone mensen’ gevaarlijk is. Deze invalshoek houdt ons immers dom, want ze toont nooit het systeem achter een conflict.

Alleen daarom kunnen we niet anders dan ‘De grote Afrikaanse oorlog’ hier aanprijzen. Je moet er je doorheen worstelen, het kost de nodige moeite, maar de voldoening over je nieuwe kennis en inzichten is achteraf des te groter.
